Welcome - Susan Miller, CCTA Hamid Fathollahi, Caltrans District 4 Project Team Introductions Notes: Purpose of today’s presentation: Provide an overview the I-680 Southbound HOV Gap Closure Project Describe the current phase, now underway, for the environmental documentation process (CEQA/NEPA) Describe opportunities for public input Provide general overview of Caltrans’ role as a project partner during the environmental phase of the project. 3 Project Overview Purpose: to close 5.4-mile HOV lane gap on SB I-680
Create continuous Southbound HOV Lane between Martinez/Benicia Bridge & Contra Costa/Alameda County Line Gap Closure for Northbound Lanes is subject of a different study Project Sponsor: CCTA/TRANSPAC Caltrans is a partner during the environmental documentation phase of the project and is providing an oversight role Notes: From SR-242 Interchange to the SR-24 Interchange I-680 widens to six or seven lanes per direction, with complex weaves and high volumes of entering and exiting traffic… South of SR-24, I-680 has five general purpose lanes in each direction, tapering down to four near Livorna Road. This portion of I-680 carries heavy volumes of commuter traffic during peak hours. Daily traffic volumes vary from a low of 150,000 ADT near the Benicia Martinez Bridge to a high of 266,000 ADT between SR-242 and SR-24. Tailor the discussion to the problem or deficiencies that would be addressed with the project PARSONS

4 Project Location - Note that the Rehabilitation of I-680 from Rudgear Road to Alcosta Blvd at the County line will commence - Note the project development process from Planning to NEPA Approval, to Final Design and Construction Phases. We are currently in the NOIS phase, and will begin Scoping process this fall. PARSONS PARSONS

5 Alternatives Preliminary Study Alternatives
Build Alternative #1 –Reduced Standard Alternative Add HOV lane by widening existing freeway from North of Livorna Road to South Main Street Add HOV lane by restriping existing roadway from South Main Street to North Main Street and narrowing width of inside lane and shoulder. Estimated Cost $80 Million Build Alternative #2 - Full Standard Alternative Add HOV Lane by widening existing freeway throughout the project limits Requires replacement of existing structures, including BART overcrossing Estimated Cost $350 Million Note that Alternative 2 is not financially feasible and its impacts are too great. The Initial Studies will be geared towards dismissing this alternative For Alternative #1 – No ROW required - For Alternative #2 - ROW acquisition from 18 parcels is required A No Build Alternative will also be considered in the environmental document PARSONS
