Scope IMO Guidelines which specifies requirements for Ship Recycling Management System to enable an organization to formulate a policy and objectives taking into account legislative requirements and information about significant Heath, Safety and Environmental impacts. Scope It is applicable to any Ship Recycling Facility that wishes to : - Implement, maintain and improve an Heath, Safety and Environmental sound Management System. - Assure itself of its conformance with its stated policy. - Demonstrate such conformance to others. - Seek certification/registration of its Ship Recycling Facility operation by an external organization. - Make a self-determination and self-declaration of conformance with IMO & ILO Conventions and Guidelines. Requirements The organization shall establish and maintain a Ship Recycling Facility Management compatible with an Health & Safety Management System and an Environment Safety Management System covering : - Ship recycling policy. - Planning activities. - Implementation and operation. - Checking and corrective action. - Management review. - Continual improvement. 4.3.1 - Heath & Safety Aspects Hazard Identification, Risk Assessment & Control - Results of these assessments and the effects of those controls shall be considered when setting Health & Safety objectives. - The organization shall document and keep this information up to date. 4.3.1 - Health & Safety Aspects The methodology for hazard identification and risk assessment shall : - Be define to ensure it is proactive rather than reactive. - Provide for the classification of risks and identification of those that are to be eliminated or controlled by measures. - Be consistent with operating experience and the capabilities of risk control measures employed. 4.4.6 - Operational Control The organization shall identify operations and activities that are associated with the identified significant Health, Safety & Environmental aspects by : - Establishing and maintaining procedures related to the identifiable significant environmental aspect of goods and services used by the organization. - Communicating relevant procedures and requirements to suppliers and contractors. 4.4.6 - Operational Control The organization shall identify operations and activities that are associated with the identified significant Health, Safety & Environmental aspects by : - Establishing and maintaining procedures for the design of : - workplace. - process. - installations, machinery. - operating procedures. - work organization. - Including their adaptation to human capabilities. 4.4.7 - Emergency Preparedness & Response The organization shall establish and maintain procedures : - To identify potential for and respond to accidents and emergency situations. - For preventing and mitigating the environmental impacts that may be associated with them. 4.5.1 - Monitoring & Measurement The organization shall monitor and measure, on regular basis, the key characteristics of its operations and activities that have a significant impact on the Health, Safety and Environment. Procedures shall provide : - Appropriate qualitative and quantitative measures to the needs of the organization. - Monitoring the objectives and targets. - Compliance with IMO & ILO Guidelines. 4.5.1 - Monitoring & Measurement The organization shall monitor and measure, on regular basis, the key characteristics of its operations and activities that have a significant impact on the Health, Safety and Environment. Procedures shall provide : - Reactive measures of performance to monitor - Environmental protection. - Accidents. - Ill health. - Incidents, near-misses. - Other deficiencies. - Recording of data and results of monitoring and measurement.
