FY09 Key Achievements Conducted Safety Basis Workshop, Albuquerque, October, 2008 – DOE-STD-1189 implementation panel, Independent Validation Review (IVR) panel, DNFSB regarding fire protection design requirements Conducted 19 th annual Safety Analysis Workshop, Las Vegas, May, 2009 – training of 100+ participants, technical exchange, papers, speakers, panel discussions Continued support of STD-1189 implementation (e.g., training development, DOE directive and standards updates) Established the Criticality Safety Subgroup to advance integration of activities undertaken by DOE-HQ, DOE Field elements, DOE contractors, and the American Nuclear Society Supported key DOE Initiatives in the areas of Specific Administrative Controls (DNFSB item), IVRs (development of new DOE guidance), and update of the DOE Unreviewed Safety Question (USQ) Guide

FY09 Key Achievements Continued liaison with the DOE Safety Basis Academy at Los Alamos and the National Training Center, to coordinate delivery of safety analyst training, maintain a course schedule on the EFCOG webpage, and provide classes at the Safety Analysis Workshop Established an interest group in the area of Hydrogen Safety to develop a common approach to address hazards associated with hydrogen generation in radioactive waste process streams, and related flammable gas issues. Initiated participation with the DOE Nuclear Safety Research and Development Coordinating Group (NSR&D CG) and hosted a panel discussion at the 2009 Safety Analysis workshop to identify potential areas of research Initiated review and feedback on DNFSB Recommendation , Risk Assessment Methodologies at Defense Nuclear Facilities.

FY 10 Key Achievements To Date Held the 2009 Safety Basis Workshop in Oct. in Albuquerque, NM. Primary areas of focus included USQ process improvements Nuclear Criticality Safety integration Guidance on Safety Instrumented Systems Issues related to DNFSB Hydrogen Safety initiative Site reports Workshop deliverables and other SAWG Action Items are being tracked by the SAWG Steering Committee.

FY10 Forecast of Activities Expand upon a pilot project undertaken by management of Y-12 Plant at Oak Ridge for the development and implementation of the “Expert-Based” USQ process. This pilot demonstrated significant cost savings in the performance of the USQ process without compromising effectiveness.

FY10 Forecast of Activities Hold the 20 th annual Safety Analysis Workshop in Knoxville, TN on April 24-29, The theme for the workshop is “Streamlining for Safety and Risk Performance.” Support implementation of DNFSB Recommendation , Risk Assessment Methodologies at Defense Nuclear Facilities, and provide review and feedback on potential applications.

FY10 Forecast of Activities Work with DOE to develop revisions of the following for cost savings throughout DOE complex: DOE USQ Guide (supporting innovations such as the Y-12 pilot study improvements to the USQ process) DOE-STD-3007, to integrate common safety basis and criticality safety practices 10 CFR 830, Section , Unreviewed Safety Question Process (long-term strategy to reform the USQ process at the source) DOE Standard on Hazard Categorization (long-term strategy to reform the hazard categorization process at the source)

FY10 Forecast of Activities Continue DOE-STD-1189 implementation activities, including: Revise SAWG training based on DOE pilot course and deliver to project managers, design engineers, and safety analysts at a variety of venues, including the 2010 Safety Analysis Workshop, and at contractor locations (e.g., WIPP). Support revision of DOE Directives and Technical Standards to incorporate DOE-STD-1189 principles, including DOE-STD-3009, Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Facility Safety Analysis, DOE G , Nonreactor Nuclear Safety Design Criteria and Explosive Safety Criteria Guide for use with DOE O Facility Safety, DOE G , Guide for the Mitigation of Natural Phenomena Hazards for DOE Nuclear Facilities and Nonnuclear Facilities.

FY10 Forecast of Activities Interface with Nuclear Safety R&D Coordinating Group to continue initiative to identify and prioritize areas of nuclear safety R&D activities. Complete work with the DOE Safety Software Expert Working Group (SSEWG) for the Toolbox Code V&V effort. Continue support for development of Technical Standard on Design of Safety Instrumented Systems. Develop one or more EFCOG Best Practices.

Collaboration with other WGs Work with the EFCOG Engineering Practices WG in supporting revision of DOE Technical Standard for System Design Descriptions (DOE-STD-3024)

Problems/Issues Budgets continue to constrain participation, especially by junior personnel
