4 FY16 Project Controls Key Achievements Continued to Partner with DOE-HQ on the EVMSIH development: October – Joint DOE/EFCOG analysis conducted using “live” contractor data Note: As the document was piloted, it became apparent that the volume and depth of testing would not be sustainable by either the contractor or a review team. PM-30 included EFCOG on initial application of the EVMSIH on “live” data to both learn and optimize the content and testing November – Joint DOE/EFCOG EVMS workshop conducted in Bethesda Md. January – DOE PM initiates EVMSIH “Relook” to streamline and address “clarity, consistency, and cost of implementation” 4

5 FY16 Key Achievements – cont’d 5 February – Joint DOE/EFCOG review to streamline the EVMSIH and test (session 1) and (session 2) Results from the “Relook” effort by the DOE/EFCOG Team review of the LOI’s and Tests‘: Page Count Reduction 455 to 246 (46%) LOI Reduction274 to 133 (52%) Test Reduction556 to 340 (39%) May 23 rd received EVMSIH V2 Draft for review and comment June 2 nd submitted consolidated EFCOG comments to PM-30 June 30 EVMSIH 2.0 projected to be released

7 Project Management Tasks and Status Task 2.2: “Provide review comments and support comment disposition for pending change (Administrative Page Change) to DOE O 413.3B and associated guides.” Status: Committee Chairpersons each submitted two sets of comments on the proposed Administrative Change to 413.3B. 1 st submitted to local DOE field offices at Savannah River and Office of River Protection (November 2015) 2 nd submitted (per direction) to DOE HQ (post PM Risk Committee review February 2016) 413.3B Chg.2 Administrative Change approved on May 12 th Still working toward progress on 413.3B Guides 7

10 FY 2017 Upcoming Focus Areas and Planned Achievements Earned Value Initiatives EFCOG - PC is working with PM-30 team to identify task leads for a host of improvement initiatives associated with the EVMSIH, training, tool automation, etc. EFCOG - PC is currently soliciting input from its members on the tasks to ensure that a broad range of companies, projects, and DOE entities are represented. EFCOG-PC will be working with PM-30 to prioritize the initiatives and modifying the EFCOG-PC workplan accordingly. EFCOG members have been invited to be part of the LANL Certification effort EFCOG is working with PM-30 to determine support efforts for the EVMS Pilot activities 10

11 FY 2017 Upcoming Focus Areas and Planned Achievements Cost Estimating Initiatives Revisit the assessment of current EFCOG contractors estimating processes to the alignment with the GAO steps Develop recommendation and framework, which could include best practices, for common understanding and implementation of the GAO-12 step process checklist for 413.3B Ensure identification of an estimating point-of-contact (POC) for each EFCOG participating site Scheduling Initiatives (pending release of the EVMSIH 2.0) Support PM-30 scheduling guide development 11
