2. Charter Statement The INMM Nuclear Security and Physical Protection (NS&PP) Division is dedicated to the advancement of responsible integrated physical protection of nuclear materials around the world. The NS&PP addresses not only the primary physical security areas of detection, delay, response, vulnerability analysis and the technologies that support them, but a wide variety of other disciplines and responsibilities.

3. Goals/Objectives The technical division strives to provide the members with information in the following emphasis areas through technical sessions and focused workshops: Nuclear security infrastructure protection International, multinational, and bilateral nuclear security initiatives Countering nuclear terrorism by non-state actors Planning, Development and Evaluation of IAEA Nuclear Security Culture Guide Security-By Design (combining security measures into facility design) Information Technology Integration with physical protection (PP) Systems Detection Technologies Delay Barriers Integration of guard force operations Design Basis Threat Analysis Advanced PP systems and technology R&D Vulnerability Assessment Methodologies & Modeling Performance Assurance & Testing

4. Technical Support to INMM and Its Members The Division shall be the focal point for INMM information and activities related to the integrated protection of nuclear materials, nuclear facilities, and other high value assets and facilities other than nuclear material control and accountability. This responsibility will be accomplished by: Organizing methodology, equipment, procedures, training, operation, and maintenance; Publication of articles on the above topics in the Journal of Nuclear Materials Management, Organizing and promoting sessions focusing on the technical division’s emphasis areas at the INMM Annual Meetings, Cooperating with other INMM working groups and committees in areas of mutual interest. Interfacing on technical matters between the World Institute of Nuclear Security (WINS) and the IAEA Nuclear Security Division.

5. Ad Hoc Committees The Division shall initiate ad-hoc committees as necessary to address areas of special interest, usually developing a workshop for the membership. Some of the areas in which an ad-hoc committee may be established are Physical Protection, Access Control, and Protective Force Equipment, Cyber Security, and integration of protection systems.

6. Standing Committees The Division has three areas of activity, Performance Assurance and Testing, Nuclear Infrastructure Security, and Human Reliability which will be administrated through standing committees. The chairs of these committees, together with the Chair and Deputy Chair, will comprise the Division Executive Board.

7. Standing Committee on Performance Assurance and Testing Chair – K. J. Maddux, Y-12 National Security Complex Charter To further the understanding of performance assurance programs and the proper conduct of performance tests to ensure continued risk reduction to protected assets.
