The Irish Freedom of Information Act, 1997 (FOI) as amended by the Freedom of Information (Amendment) Act, 2003 obliges government departments, the Health Service Executive (HSE), local authorities and a range of other public bodies to publish information on their activities and to make the information they hold, including personal information, available to citizens.Freedom of Information Act, 1997Freedom of Information (Amendment) Act, 2003 The Freedom of Information Act establishes the following statutory rights: A legal right for each person to access information held by public bodies and government departments A legal right for each person to have official information relating to himself/herself amended where it is incomplete, incorrect or misleading A legal right to obtain reasons for decisions affecting himself/herself. Rebuilding Trust in Government

Transparency: Information on government activities and decisions is open, comprehensive, timely and freely available to the public, and meets basic open data standards. Accountability: Rules, regulations, and mechanisms are in place that call upon government actors to justify their actions, act upon criticisms or requirements made of them and accept responsibility for failure to perform. Citizen Participation: Governments seek to mobilize citizens to engage in public debate, provide input, and make contributions that lead to more responsive and effective governance. Technology and Innovation: Governments embrace the importance of new technologies in driving innovation, providing citizens with open access to technology, and increasing their capacity to use technology.
