5 Outcomes Each Sub-Purpose contains multiple outcomes that may be achieved through different activities, for example: SP4 – Strengthened Policy Development and Law-Making Processes Good Governance Initiative (GGI) 4.1 – Internal and inter-agency systems for evidence-based policy development and law- making established, including mechanisms for civic participation 4.2 – Development of select policies and laws supported 4.3 – Policy analysis and legal drafting of capacity of government and non- governmental actors increased ACCESS 4.3 – Policy analysis and legal drafting of capacity of government and non- governmental actors increased

7 Systems Approach to Democratic Governance USAID’s 2013 Democracy, Human Rights and Governance (DRG) Strategy goes beyond institutions. Two critical outcomes of this strategy are greater citizen inclusion and participation and more accountable institutions and leaders Our approaches should break down stovepipes and encourage innovation and integration across sectors In order for reforms to be possible, we need to empower citizens from the bottom up while enhancing accountability systems
