Provide tools for policy makers for offering incentives for businesses and individuals to improve their environmental behaviour. Raise awareness of the possible gains from win-win investments and the economic and social costs of non-compliance, the environmental problems as well as rights. Development of a mechanism for accounting for local conditions and technological capacity in the course of setting emission limit values (IPPC approach will be recommended). Training on EMEP/EEA Atmospheric Emission Inventory Guidebook.  Preparation of pilot projects to be implemented at local level Communication & Design
