CLICK TO ADD TITLE [DATE][SPEAKERS NAMES] The 6th Global Health Supply Chain Summit November , 2013 Addis Ababa, Ethiopia Use of a Supply Chain Management Portal to Ensure an Uninterrupted Supply of Contraceptives in Bangladesh Mohammed Golam Kibria, Senior Technical Advisor SIAPS - Bangladesh

Introduction and Background The USAID/SIAPS program is working in collaboration with the (MoHFW) in Bangladesh to improve: Procurement management - processes and tools Logistics management and Information system of FP commodities Forecasting and supply planning for product availability Informed decision making on stock situation of FP commodities Monitoring progress and performance of the supply chain

Problem Statement The Bangladesh MOHFW identified the availability, quality and use of data as key factors in improving supply chain performance for family planning commodities Available and accurate data is critical for: –making informed decisions on FP commodities –monitoring performance of the supply chain –improving availability and use of products

Process to Establish the Portal FP supply chain system review, options analysis, and redesign Conceptualize and design the SCMP Introduce the electronic data management system Improve paper based system to improve the quality of data entered in the electronic system Improve documentation at all levels Improve system and redesign (e.g. transition of the e- system from SCIP to SCMP) Facilitate an enabling environment

Rationale for Portal Development To improve data availability and visibility To establish a “visible” procurement process tracking to monitor milestones and avoid procurement delays To monitor use of information for decision making and troubleshooting

SCMPortal – At a Glance MOHFW’s web-based portal: Includes a wide range of features to manage procurement processes from planning to the receipt of commodities. Accessible to the MOHFW and stakeholder decision-makers at various levels Landing page of the SCMP Procurement Tracker

MOHFW Supply Chain Workflow

Improved monitoring of procurement packages through an interactive management dashboard Established system automated trigger alerts through s and SMS Increased access to information on procurement delays and bottlenecks thus facilitating management decision making Expedited tracking and management of procurement for more than 90 percent of goods and services Enhanced transparency and accountability of procurement process Extended for use with other health commodities Progress to Date

Reduced procurement lead-time for family planning and other health commodities Notable Success

indicates < 4 months indicates months indicates >=8 months Fewer stock-outs (<5%) of IUDs while nearly no stock- outs (<1%) of injectables for last two years. Reference: M G Kibria et.al, 2013, Impact of a Computerized Inventory Management System in Ensuring Commodity Security of Contraceptives in Bangladesh National Stock Status of Contraceptives

Milestones Process of transferring hosting of the portal to the MOHFW Government officials track the status of procurement packages and ensure the packages’ smooth progress. Procurement performance has improved –Efficiency, effectiveness, and transparency at the central level.

Benefits Improved access to information to support decision-making Enhanced central data repository for procurement and logistics of health commodities Computerized supply chain management systems has reduced stock-out rates in Bangladesh Contributes to improve demand forecasting, fund-gap analysis, supply planning and the promotion of decentralized decision making. Discussion among donors on allocation of funding for informed procurement

Challenges Lack of clarity on procurement roles at the central level Ensure timely update of procurement process data Timely actions required based on information Existing budget approval process (administrative & financial) Improving the ICT infrastructure at all levels
