3 Directorate of e-Government 3 INTRODUCTION e-Government is the application of ICTs to transform the efficiency, effectiveness, transparency and accountability of exchanges within Government, between Government and citizens and businesses locally and abroad; and to empower citizens through access and use of information.

6 Directorate of e-Government 6 Medium Term (June 2007)  Implementation of integrated systems for registration of persons including births and deaths, citizen registration, immigration, etc;  Development and implementation of integrated property and assets registration systems including land and motor-vehicles; and implement integrated taxation databases and information systems;  Completion of the implementation of Messaging and Collaboration Services which entails exchange of mail among discussion groups and calendaring of events across a common platform;

7 Directorate of e-Government 7 Medium Term cont.  Finalization of the information infrastructure within Government, including district offices;  Acceleration of automation and integration of Government information and Records;  Development and implementation of web-enabled databases;  Implementation of an integrated and centralized information databases in web environment to enable increased and expedited data sharing within Government; and  Operationalisation of other systems.

8 Directorate of e-Government 8 LONG TERM ACTIVITIES Enhancing e-policing - using the internet to administer the police operations so that a traffic policeman could access details of a car or driver at the event of an accident; Enhancing the provision of election services online such as e-voting - voting online would ensure that there is no congestion at polling halls and that vote counting is done quickly; and Introducing an electronic payment system, e.g. payments of utility bills, such as water payment system, etc.

12 Directorate of e-Government 12 ICT CAPACITY AND SKILLS IN GOVERNMENT ICT capacity audit The main findings are: there is great deficiency of ICT and IT Skills in all Government Ministries. Lack of periodic reviews of ICT status in GOK. Thus, there are even third and fourth generation processors still in use which should have been replaced three or four years ago.

13 Directorate of e-Government 13 COMPUTERS Most computers in use by the GOK have old processors some older than 6th generation processors. The ratio is one computer for every 60 officers: there are approximately 4,000 computers in the whole GOK!!

14 Directorate of e-Government 14 SOFTWARE Most GOK computers are not equipped with up to date software. The standards for computers are not adhered to in procuring computer software.

15 Directorate of e-Government 15 ICT SKILLS ICT skills in GOK are inadequate indicating a serious capacity problem for effective roll out of e-Government
