To assist state, local, and tribal governments in implementing strategies to: Reduce fossil fuel emissions Reduce total energy use Improve energy efficiency in the transportation, building, and other appropriate sectors, and Accelerate deployment of market-ready distributed renewable energy technologies. To spur substantial, sustainable, and measurable energy savings, job creation/retention, and economic stimulus effects.

TOTAL: $3.2 billion $2.8 billion as authorized in the Energy Independence and Security Act of % to states (60% to local non-formula governments) 68% to local governments (formula cities/counties) 2% to Indian tribes 2% in competitive grants $400+ million in competitive grants among state, local (formula and non-formula), and tribal entities (competitive funding notice not yet announced by DOE) Today’s Focus

$3.2 billion total for fiscal year 2009 DOE retains $59 million for technical assistance and training for grantees $1.8 billion to local governments designed as formula-eligible cities and counties $767 million for formula grants to states 60% to non-formula local government entities $55 million for formula grants to eligible Indian tribes Additional $400+ million for competitive grants

Development of an Energy Efficiency and Conservation Strategy and Technical Consultant Services to assist in the development of such a strategy Residential and Commercial Building Energy Audits Financial Incentive Programs for energy efficiency improvements Grants to nonprofit organizations and governmental agencies for the purpose of performing Energy Efficiency Retrofits Energy Efficiency and Conservation Programs for Buildings and Facilities Development and Implementation of Transportation Programs to conserve energy Building Codes and Inspections to promote building energy efficiency Energy Distribution Technologies including distributed generation, combined heat and power, and district heating and cooling systems Material Conservation Programs including source reduction, recycling, and recycled content procurement programs that lead to increases in energy efficiency Reduction and Capture of Methane and Greenhouse Gases excluding carbon capture or sequestration from power plants Energy efficient Traffic Signals and Street Lighting On-Site Renewable Energy Technologies for Government Buildings Any Other Appropriate Activity that meets the purpose of the program and is approved by DOE

Grants awards will have a 36 month period of performance Funds must be obligated/committed within 18 months All funds must be expended/spent within the 36 month grant period of performance Leveraging of funds is strongly encouraged; no cost share required

Up to 10% or $75,000, whichever is greater, may be used for administrative expenses Up to 20% or $250,000, whichever is greater, may be used for subgrants to assist in the implementation of the Energy Efficiency & Conservation Strategy (EECS) Up to 20% or $250,000, whichever is greater, may be used for establishment of revolving loan funds

<$250k - 100% of funds obligated at time of award (EECS required within 120 days of award) $250k - <$2 million – up to $250k* obligated at time of award for development of strategy and approved activities Remaining funds obligated with approved EECS EECS submitted with grant application, full funding amount obligated with grant approval >$2 million - up to $250k* without EECS and approved activities 50% with approved EECS Balance of funds disbursed after demonstrated progress * Submitting grant application without EECS could cause significant delay in receipt of total grant funding amount
