3 NCA: Overview Purpose is to provide national training and technical assistance (T/TA) to potential and existing section 330 funded health centers with the goal of assisting them to meet program requirements, improve performance, and support program development and analysis activities. Project start date: September 1, 2011 Project period is up to three years Grants.gov deadline: April 25, 2011 by 8 PM ET HRSA Electronic Handbooks (EHBs) deadline: May 23, 2011 by 5 PM ET Applications may not exceed 80 pages or 10MB 3

5 Eligibility Requirements Applicant is a public, non-profit, or for-profit entity that can provide T/TA on a national basis to community- based organizations, including tribal and faith-based organizations. Applicant must currently work with potential or existing health centers or other community-based providers with similar missions. 5

6 Funding Restrictions Ineligible uses of NCA funding: Construction/renovation of facilities Reserve requirements for State insurance licensure Support for lobbying/advocacy efforts 6

7 Two-Tiered Submission Process Phase 1: Grants.gov – Due April 25, 2011 –Applicants should register early! –Organization must register in the Central Contractor Registry (CCR) and Data Universal Numbering System (DUNS) prior to registering in Grants.gov –Applicants must receive a validation email from Grants.gov Phase 2: Electronic Handbooks (EHBs) – Due May 23, 2011 –Upon successful completion of the Grants.gov submission, applicants will receive an email confirmation with a tracking number –Email notification to begin Phase 2 will be sent on or around March 31, 2011 7

9 HRSA’s Electronic Handbooks (EHBs) Once an application is successfully submitted through Grants.gov and downloaded into the EHB, HRSA will issue the applicant a tracking number The Project Director and Authorized Official must register in EHB The Registered User will need: –Grant Announcement Number –Grants.Gov Tracking Number –HRSA EHB Tracking Number 9

13 Project Work Plan& Performance Measures The work plan and performance measures should be responsive to providing T/TA to specified target audiences with the goal of assisting potential and existing health centers to meet program requirements, improve performance, and support program development and analysis. Applicants are expected to address each core function area (including required NCA T/TA activities identified by target audience in Appendix D) as well as any other T/TA needs of their target audiences as identified in the application narrative.
