GSC-9, Seoul Intelligent Transport Services (ITS) Area of converging technologies ITS address telematics and all types of communications in vehicles, between vehicles and fixed locations ETSI’s involvement With its wide range of telecommunications standardization activities for fixed and mobile networks and services Need for standardization ETSI TC ERM TG 37 collaboration with ISO TC 204 WG 16 CALM project Specific use of GSM and UMTS services Interoperability is a regulatory requirement for ITS

GSC-9, Seoul Current Market Situation ITS provides a major new opportunity to expand the GSM/GPRS market; the infrastructure is already in place We cannot expect harmonization by road authorities and service providers Different solutions will be required in different parts of the world Different services may require different solutions EMC is one of the critical criteria for the automotive industry and regulation ETSI TC ERM in collaboration with CEPT provides solutions for the available frequency spectrum and covers work in relation to the Automotive EMC Directive 95/54/EC

GSC-9, Seoul CALM Continuous Air interface for Long and Medium distance Autumn 2000 ISO TC 204 recognized the need to develop wireless interface standards Spring 2001 ISO TC 204 approved work items for the CALM standards Spring 2002 ITU recognized the need for CALM Spring 2003 ETSI has established TC ERM TG 37 to facilitate CALM Standards need to be developed now, before there are major ITS deployments of technologies

GSC-9, Seoul European Commission Mandate M/338 (1) Standardisation mandate to CEN, CENELEC and ETSI in support of Interoperability of electronic road toll systems in the Community Mandate to CEN, CENELEC and ETSI in support of the proposal for a Directive of the European Parliament and of the Council on the widespread introduction and interoperability of electronic road toll systems in the Community (COM (2003) 132 final). the Commission will ask the European Standardisation Organisations: CEN/CENELEC/ETSI "To make every necessary effort to adopt standards applicable to electronic toll systems, particularly with regard to microwave technology and systems using satellite positioning and mobile communications technology".

GSC-9, Seoul European Commission Mandate M/338 (2) Existing electronic toll systems using short-range microwave technologies vary greatly throughout the Member States currently using them. Aspects of Dedicated Short-Range Communications (DSRC) using 5.8 GHz microwaves have been standardised in CEN and ETSI. as a matter of priority, further standardisation covering aspects of Digital Short Range Communications (DSRC) using 5.8 GHz microwaves with the objective to enable the provision of on- board units (OBU's ) The work should be carried out with the active involvement of the "Intelligent Transport Systems Steering Group (ITSSG)" which has been set up under the umbrella of the Information and Communication Technology Standards Board (ICTSB) and which includes representatives of all major market players.

GSC-9, Seoul Ongoing collaboration on ITS With EUROCAE To extend the scope of the existing Co-operation Agreement to include EUROCAE in the standardization work of TC ERM TG25 To address the European Commission's mandate "Single European Sky" (M/318) for standardization in the field of Air Traffic Management systems With ERTICO To jointly address ITS projects under EC FP6 program A Co-operation Agreement is envisaged With ICAO To address the European Commission's mandate "Single European Sky" Draft ETSI standards in cooperation with ICAO for aeronautical equipment (VDL mode 4) and the civil aviation world The Co-operation Agreement is scheduled for signature shortly
