GSC-9, Seoul Emergency Communications Resolves to establish a continuing area of work on emergency communications to further encourage cooperation and the sharing of information among SDOs on standardization activities relating to communication in emergency situations, in particular addressing –communication from citizens to authorities –communication between authorities –communication from authorities to citizens –communication amongst affected citizens. –including, but not limited to, developing standards for: –priority access to emergency call access numbers; –provision of location information; –suitable technologies for use in networks dedicated to public protection and disaster relief communications; –interoperability between public networks and networks dedicated to emergency communications; –priority access by emergency services personnel to communications services; to encourage ongoing cooperation and collaboration among national, regional and international activities that relate to emergency communications, such as Project MESA; to encourage PSOs to support ongoing national activity and co-operation between industry, PSOs, administrations and authorities in the establishment of emergency communications.  Joint R/T Resolution: GSC8/1

4. GSC-9, Seoul Mapping Standards for “Beyond IMT 2000” Resolves a) to encourage 3GPP and 3GPP2 et al to continue to work on enhancing the IMT-2000 standards; b) to encourage the creation of a single body at the appropriate time which would encompass the two Partnership Projects et al to develop specifications for the new capabilities for the “Systems Beyond IMT-2000”; c) to review this Resolution at future GSC meetings as required.  Joint R/T Resolution: GSC8/2

GSC-9, Seoul Global Cooperation and Collaboration on Lawful Access and Interception Resolves a) that PSOs provide global, timely notice of new proceedings, activities, requirements or specifications; b) that PSOs collaborate towards common standards relating to Lawful Access and Interception; c) that PSOs encourage the authorities responsible for Lawful Access and Interception to –provide global, timely notice of new proceedings, activities, requirements or specifications –collaborate toward common, harmonized, shared systems of law, regulation, requirements, mandates, specifications, standards, identifiers, information objects, document schema, or homologation relating to Lawful Access and Interception for communication networks.  Joint R/T Resolution: GSC8/3

GSC-9, Seoul Facilitating Liaison in Relation to Measurement Methodologies for Assessing Human Exposure to RF Energy Facilitating Liaison in Relation to Measurement Methodologies for Assessing Human Exposure to RF Energy Resolves a) to encourage the continuing distinction of activities related to measurement methodologies for assessing human exposure to RF energy, from those related to exposure criteria; b) to encourage PSOs and regulators to aim for global harmonization of their accepted measurement methodologies for assessing human exposure to RF energy; c) to encourage active participation by representatives of PSOs and regulators in the work of the above-mentioned international measurement standardization organizations (IEC, IEEE and ITU).  GRSC Resolution: GSC8/4

GSC-9, Seoul Radio Microphones Resolves a) to work together to identify product families that could benefit from this approach via a nominated rapporteur group; b) to develop a pilot scheme for radio microphone products having regard for contribution GSC8-070.  GRSC Resolution: GSC8/5 Global Radio Standards Collaboration on RLAN Standardization Resolves a) to facilitate a strong and effective global radio standards collaboration on RLAN standardization; b) to develop collaboration mechanisms between ITU and Standards Development Organizations to progress international RLAN standardization, taking into account current developments in the field of IMT-2000 and beyond; c) to invite ITU to organize a global seminar in 2004 on RLAN standardization, including IMT-2000 interworking and complementary nature of the technologies, addressing in general all aspects of access network systems.  GRSC Resolution: GSC8/6

GSC-9, Seoul Global Radio Standards Collaboration on RLAN Standardization Resolves a) to facilitate a strong and effective global radio standards collaboration on RLAN standardization; b) to develop collaboration mechanisms between ITU and Standards Development Organizations to progress international RLAN standardization, taking into account current developments in the field of IMT-2000 and beyond; c) to invite ITU to organize a global seminar in 2004 on RLAN standardization, including IMT-2000 interworking and complementary nature of the technologies, addressing in general all aspects of access network systems.  GRSC Resolution: GSC8/6 Standards for Wireless Access Systems Including RLAN Operating in the 5GHz Range Standards for Wireless Access Systems Including RLAN Operating in the 5GHz Range Resolves to encourage Participating Standards Organizations to develop and/or revise harmonized WAS/RLAN standards (e.g. ARIB STD T70/T72, HiPERLAN 2, IEEE 802.11a, IEEE 802.16) to address the necessary technical\operational limits and interference mitigation measures such as dynamic frequency selection in order to protect incumbent services such as radiodetermination, EESS (active), and MSS feeder links (FSS) in the 5 GHz range.  GRSC Resolution: GSC8/7

9. GSC-9, Seoul Broadband Services in Rural and Remote Areas Resolves to encourage Participating Standards Organizations to take into account, in the development of broadband standards, the need for cost-effective solutions to support delivery of broadband services to rural and remote area communities.  GRSC Resolution: GSC8/8 Next Generation Networks (NGN) Resolves a) to promote collaboration among SDOs for NGN issues that have cross impacts, including (but not limited to) the following: –architecture and protocols –end-to-end QoS –service platforms –network management for NGN –lawful/legal interception –security –the interworking of services supported by both current networks and NGNs, and the transition of these services from legacy networks to NGNs b) to encourage the further identification of standards issues associated with NGNs.  GTSC Resolution: GSC8/9

10. GSC-9, Seoul Patent Policies Resolves that the participating standards organizations of GSC support reasonable and non-discriminatory intellectual property licensing provisions and voice their opposition to mandatory compensation-free licensing provisions.  IPR WG Resolution: GSC8/10

11. GSC-9, Seoul User Interests Resolves a) that in addition to the strategies recommended by GSC-7, the GSC consider creating a Charter of Consumer Involvement in Standards Making that describes the commitments, goals and action plans of Participating Standards Organizations (PSOs); b) that the Charter may include: –that PSOs be encouraged to collaborate with relevant regional consumer consultation groups; –that the PSOs be requested to develop/expand consumer/user consultation processes; –that recognising the differences between societies and cultures, the User Working Group consider initiating research on the legal and non-legal barriers to user empowerment and accessibility in standards making; –that active end-user scrutiny of draft standards be promoted; –that PSOs be encouraged to work together with consumer organisations to develop a shared linguistic and technical understanding of standards; –that prototype field-testing before releasing new products into consumer markets be encouraged.  User Interest WG Resolution: GSC8/11
