Weaknesses: The crash of almost big industry in the late ’90 that implied the decrease of innovation activities, technological progress and young people interest in Science and Technology; The old industries are replaced by corporations, who come for lower price qualified human resources without any innovative contribution, and low competitive SMEs; The gap between SEE region and Central Europe increased. RO, is a catching-up country (BG, HU, SK) with EIS under the EU average value (The European Innovation Scoreboard); The growth of economy is hindered by the lack of advanced technologies and an adequate culture of and for innovation. Threats and Difficulties: The lack of investments funds; The structural funds don’t cover cluster constructions; Reliable cluster model. The memorandum isn’t enough to assure functionality; Socio-economical & political legacy in the SEE countries; Romania: industry reconstruction base on innovative SMEs Actual socio-economical stage of development in SEE area; General economic crisis reflection over SEE countries and EU political aspects influence over SEE countries economy. 7 The Bucharest-Ilfov is a development region in Romania, encompassing the national capital Bucharest, as well as the surrounding Ilfov County. Alba, Braşov, Covasna, Harghita, Mureş, and Sibiu County are part of Center development region in Romania, being one of the most ethnically- diverse with heavy technical traditions. Opportunities: - Lisbon Strategy to reduce imbalances between regions of the Community and realize sustainable economy growth based on innovation as the motor for economic change. -The competitive SMEs in mechatronics - Participation in EU projects - Structural funds - Increasing market

Actions for promoting innovation, by facilitate and accelerate the natural innovation development especially in the interdisciplinary field of microsystems & mechatronics technologies using intensive and balanced development of the two sides of the knowledge triangle: by education to obtain learned knowledge and by scientific investigations to gain experienced knowledge, to achieve the “critical mass” of people with innovative capabilities. The “critical mass” concept, promoted by UPB-CETTI-ITA, is the threshold for natural sustainable innovation development based on EIS/EII results. Expectations of the companies which will intend to become cluster members -Increase the visibility on the market by creating a common marketing platform; -Exploit the cluster partners complementarities; -Promote common projects and define a common proactive politics in order to attract and use national & EU funds; -Optimising the common resources usages; -Improve the management and realise efficient organizational structure for each of cluster partners ( Ex: Transfer the DFM/PCB design activities of one’s partner to UPB-CETT-ITA); -Create a common data base for suppliers, customers; -Create an adaptive EMS offer to the market (prototyping & small series/medium & large series) using cluster complementary production facilities. 16 First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011
