FP7 /1 EUROPEAN COMMISSION - Research DG – September 2006 Building a Europe of Knowledge Towards the Seventh Framework Programme 2007-2013

FP7 /2 EUROPEAN COMMISSION - Research DG – September 2006 FP7 2007 –2013 | Specific Programmes + Ideas – Frontier Research Capacities – Research Capacity People – Marie Curie Actions Cooperation – Collaborative research JRC (non-nuclear) JRC (nuclear) Euratom

FP7 /3 EUROPEAN COMMISSION - Research DG – September 2006 Capacities – Research Capacity 1.Research infrastructures 2.Research for the benefit of SMEs 3.Regions of Knowledge 4.Research Potential 5.Science in Society 6.Activities of International Cooperation 7.Coherent development of policies

FP7 /4 EUROPEAN COMMISSION - Research DG – September 2006 More on Regions Regions of Knowledge  Through the development of regional ‘research-driven clusters’ Two objectives for all European regions : Strengthen their capacity for investing in RTD and carrying out research activities Produce research strategies that contribute to regional economic development

FP7 /5 EUROPEAN COMMISSION - Research DG – September 2006 Regions of Knowledge: What is a cluster? Research Entity Local Enterprise (e.g. SME) Regional Research– Driven Cluster Regional Authority Other Actors (e.g. Banks)

FP7 /6 EUROPEAN COMMISSION - Research DG – September 2006 Regions of Knowledge Activities:  Analysis: studies and forward-looking exercises (foresight, benchmarking, etc) to identify roadmaps for cluster development  Mentoring: partnerships between technologically advanced and less- advanced regions, identifying best practice for cluster development  Integration: trans-regional partnerships of public and private research centres to develop strategies to maximise RTDI investment at regional level Expected outcome:  Improve links between stakeholders and local business community  Foster trans-national / cross-border cooperation  Improve research networking and enhance mutual learning of regional actors

FP7 /7 EUROPEAN COMMISSION - Research DG – September 2006 Regions of Knowledge Expected impact :  Regional economical growth in selected domains  Better integration of research actors in regional economies  Response to the needs of regional business communities  Mobilisation of local, national and community funds to implement defined actions to support regional economic development  Synergies with other related EU policies

FP7 /8 EUROPEAN COMMISSION - Research DG – September 2006 Research Potential  Two objectives for EU’s convergence and outermost (RUP) regions in order to fully realise the European Research Area in the enlarged Union. This will be achieved by  Strengthening research potential in Convergence and outermost Regions through:  Increased international exposure and visibility  Demonstration of leadership capacity  Upgrading of equipment in excellence centres  Laying the foundation for long-term development  Participation as equal partners in the EU research area Unlock and develop their research capacities Foster an increase in their participation to Community research activities

FP7 /9 EUROPEAN COMMISSION - Research DG – September 2006 Realising the Full Research Potential of the enlarged Union Activities  Transnational two-way secondments and recruitment of staff  Acquisition and development of research equipment and the material environment in selected centres of excellence  Workshops and conferences for knowledge transfer  ‘Evaluation facilities’ through which research centres can obtain international independent expert evaluation of their research quality and infrastructure

FP7 /10 EUROPEAN COMMISSION - Research DG – September 2006 Realising the Full Research Potential of the enlarged Union  Expected impact:  contribution to RTD capacity building in the country,  enhanced participation in the 7th Framework Programme,  increased networking between research entities throughout the EU  upgrading of research capacities  better links with the economic and social environment,  increased job opportunities for young scientists

FP7 /11 EUROPEAN COMMISSION - Research DG – September 2006 FP7 and the Structural Funds: more synergies  FP 7 has a new regional dimension, under “Capacities”  Regions of Knowledge  Unlocking Research Potential  Structural Funds will reinforce R&D investment  R&D, innovation and entrepreneurship as the first priority in Convergence regions  Innovation and the knowledge economy as the first priority for the competitiveness and growth objective  Earmarking: at least 60% of funds for Lisbon priorities  Complementary funding where possible  But no double funding…
