Promote Self Determination for Tribal Nations  Support Tribes, such as Miccosukee, to develop and implement Alternative Adequate Yearly Progress (AYP) Initiatives for BIE Schools and to secure a waiver under NCLB.  Awarded Five Tribes Sovereignty in Indian Education funds to support Tribally Managed School Systems. On August 21, 2015, the tribes will present their year end results in Washington, DC to highlight how they will implement their efforts to address four areas of Academics, Governance, Finance, and Human Resources.  Announced Tribal Education Department Grant for building tribal educational capacity. On July 1, 2015 the Department of Interior award 7 TEDs for projects defined by 25 U.S.C. § The grant will support the following activities:  Project 1: Establish and Implement Tribal Education Codes;  Project 2: Facilitate tribal control in all matters relating to education;  Project 3: Tribal administrative support of all BIE-funded educational programs and coordination with all educational programs receiving financial support from other Federal agencies, State agencies, or private entities.  Submission of a Native Language Framework as a National Policy Memorandum for BIE schools. Miccosukee Tribe Chairman Colley Billie speaks at the Interior Department in Washington, D.C. Navajo Nation Department of Dine’ Education Meeting with Bureau of Indian Education and Department of Education Staff to discuss the next steps for Navajo Nation’s Waiver Request.

AIHEC Partnership Created a college readiness program for BIE students.  The BIE identified 20 tribal colleges and universities, in addition to Haskell Indian Nations University and the Southwestern Indian Polytechnic Institute, to partner with BIE funded schools.  The partnership aims to promote student learning and inspire younger students to pursue higher education degrees; and  Encourages educators across the community to better communicate about innovative practices and promote a college-going culture and the completion of high school/college.

Tribal Consultations Report Outline Revisions from Based on Input from Tribal Consultations Identify Major Requested Revisions Identify the Impact upon existing proposed Organizational Chart and existing resources For Acceptance of Revisions Develop justification based on budget and resource allocation across BIE Develop work plan for completion with major tasks and timelines Develop changes to notification to Congress by reprogramming letter Develop outreach to engage stakeholders to notify the acceptance of revisions Engage ADD or staff to implement the revisions For Denial of Revisions Develop justification based on budget and resource allocation across BIE Develop outreach to engage stakeholders to notify the denial of revisions For appeal process for tribes, identify language for additional appeal

Johnson O’Malley Student Count  In 2012 and 2014, Congress directed the BIE to update the JOM student count.  In 2012, the final student count was 321,273 originating from 448 JOM contractors.  In 2014, the final student count was 341,495 originating from 399 JOM contractors.

Johnson O’Malley cont’d 9  Four consultations were conducted last year to discuss how to distribute funding based on the new student count:  March 31, 2014 – Portland, Oregon  April 2, Webinar  April 8, Webinar  April 10, 2014 – Oklahoma City, Oklahoma  The BIE will run the JOM funding formula for all current JOM contracts based on the highest student count from either1995, 2012 or The amount will be used to distribute the 2016 JOM funds.

Johnson O’Malley/Self Determination Act Agreements 10  JOM contractors with Indian Self-Determination Act agreements for their JOM contracts for “base funding,” will receive JOM funds based on their most recent JOM student count starting in  BIE will conduct student counts biennially—every 2 years—starting in 2016 (date to be announced).  All JOM contractors will be awarded at the same time.
