2 Background February 6, 2014 the Government of Canada announced a new approach to the Urban Aboriginal Strategy (UAS) and created the Urban Partnership (UP) Program to take effect November 4, 2014 Funding is provided by the Federal Government through Aboriginal Affairs and Northern Development Canada (AANDC), and distributed through the BC Association of Aboriginal Friendship Centres UP Focus – development of partnerships that advance Aboriginal peoples’ participation in the Canadian economy. The UP Program exists to support transitions to cities from reserves and northern and remote communities, and attract additional investments to increase participation in the economy.

3 Three Streams & Funding Allocation Urban Partnership Program funds are divided between three distinct streams. Applicants may only apply for one stream each fiscal. The three streams are: Social Enterprise Innovation Youth Funding Allocation Combined annual funding allocation for all three streams is three million dollars.

7 Eligibility A partner or other stakeholder committed to continuing funding support to the project after the Urban Aboriginal Strategy (UAS) provides short-term bridge or phased-approach funding; A partner committed to consider the recommendations of a feasibility study, performance evaluation, or other analysis of findings that will result in a change in policy, program, service delivery or investments; A partner committed to considering the adoption of the findings of an engagement, assessment, progress, research, evaluation, framework or other such directional documents on urban Aboriginal matters. Taken directly from contract. In order to be eligible, and Urban Partnership the project must demonstrate one or more the follow commitments in their proposal:

8 Urban Partnership Program: Focus on Your Partners “The objective of the UP program is to increase participation of urban Aboriginal people in the economy. This overarching approach to achieve this outcome is through development and/or enhancement of partnerships at the community, regional and national level.” In your application, and throughout your project, partnerships will be reviewed and evaluated, and need to demonstrate long term commitment to the continuation of the project after UP funds. You should be demonstrating new project specific partnerships in addition to existing agency partnerships.

10 Application Information Each stream has a unique application – ensure you are completing the correct one for your project Project cashflow needs to be submitted. 11 Application Tips & Tricks: If you don’t need the full amount - apply for only what you need Don’t wait until closing day to get your application in. Late applications will not be accepted. This is a very competitive process with more applications received and more money requested than can be funded. Ensure a high quality application Budgets and workplans are thoroughly reviewed – have an extra set of eyes review your application & cashflow prior to submission. Don’t wait until closing day to phone with questions.

12 Application Process 1.Call for Applications will be announced 2.Opportunity for draft applications to be reviewed 3.Closing date – all applications and supporting materials must be in no later than noon (12:00pm) on the closing day 4.Applications will be reviewed by UP team to ensure all documents are in. Applications missing documents will not be reviewed. 5.Completed applications will go to an Adjudication Committee for review 6.Successful applicants will be notified and contracts signed

13 Application Pitfalls to avoid Not using the supplied application template Not submitting all required support documents Not answering all questions on the application form Submitting an application without someone else reading through it first Submitting too many unnecessary attachments/appendices Waiting until the last moment to try and send in the application & supporting documents Waiting until the day before due date to phone with questions

14 Breakdown of the three streams While funding goals of UP are overarching across all three streams, project objectives do differ between funding streams. Ensure you thoroughly review eligible projects prior to completing your application to ensure you are applying for the correct stream. Funding information, and stream breakdowns will be available on our website, along with a Frequently Asked Questions document prior to the call for applications.

15 Social Enterprise Project Objectives: Organizational learning and capacity building for the support of social enterprise and social economy initiatives Business start-up or pilot projects that have a strong focus on skill development Expanding successful existing enterprises. Type of social enterprise projects you can apply for: Feasibility Study Business and/or Marking Plan Start-up Expansion Training

16 Innovation Project Objectives: A unique approach to anti-discrimination as it relates to removing or reducing barriers to economic participation and employment; Removing or reducing barriers that prevent people from participating in the economy such as childcare and transportation; Unique approaches to poverty reduction that remove or reduce barriers to participation in the economy; Research on issues that prevent participation in the economy; Culture-based projects that reduce or remove barriers to participation in the economy.

17 Youth – ages 16-24 Project Objectives: Enhanced capacity of urban Aboriginal youth to be self-reliant through increased participation in the economy and lifelong labour force attachment; Self-advocacy, systems navigation, healthy living, and life-skill development; Educational supports, including mentoring and tutoring; Skill acquisition and knowledge transfer, bridging to other employment training programs and opportunities, and self- employment supports.
