CIVITAS Plus Results: Lesson Learned from the Previous CIVITAS Edition Jerome Simpson The Regional Environmental Center for Central and Eastern Europe, Coordinator of CIVITAS VANGUARD

Overview Key messages including… The most successful measures Lessons learned Recommendations for the future

CIVITAS Plus in Numbers 5 projects cities €115m (€80m EC)

CIVITAS Plus in Numbers The Measures 40 clean fuel and vehicle measures in 22 cities 45 collective passenger transport measures in 21 cities 48 demand management measures in 18 cities 59 mobility management measures in 23 cities 32 safety and security measures in 17 cities 25 car-independent lifestyle measures 16 cities 14 urban freight measures in 12 cities 46 transport telematics measures in 21 cities } 20 cities and 26 (of the most successful) measures Σ = >300 measures

CIVITAS Plus in Numbers: The Environment Car-independent lifestyles: a parking area in Perugia’s university relied on a barrier to detect car-poolers & resulted in 21% of staff switching from single occupancy vehicles while 9% discovered the advantages of car- pooling; in Szczecinek, bike and rickshaw rental schemes were integrated into public transport and solid infrastructure which resulted in 7000 rental hours and 500 rickshaw trips; Demand management: access restrictions saw a 6% decline in traffic in Vitoria-Gasteiz; new parking pricing saw demand fall by 11% in Ghent; (the makings of) positive modal shift italic = integrated measure

CIVITAS Plus in Numbers: The Environment Car-independent lifestyles: 35% more bike-riders thanks to more sheds in Ghent*; Collective passenger transport: e-ticketing saved 0.24 Mj/pkm per passenger in Coimbra*; Mobility management: travel planning reduced car trips by 13% in the vicinity of schools in Brighton & Hove; 2,225kg of CO 2 spared by 4 pedi-buses in Monza* thanks to a communications campaign; Fuel/km/trips/ CO 2 saved /energy * detailed in the measure dir. in Craiova* 712 litres of fuel and 6190 vehicle kms were saved through car-pooling by staff at the PT operator;

CIVITAS Plus in Numbers: The Environment Demand management: a Low Emission Zone stimulated the purchase of clean vehicle fleets in Aalborg* resulting in 32% lower CO 2 emissions; Urban freight: in Bath* emissions of CO 2 were reduced by 10,180 kg thanks to a freight consolidation centre, last mile journeys by e-vehicle and packaging waste collected by the same vehicles; Urban freight: beer boats in Utrecht* saw 5,678 less van trips to the city centre; Fuel/km/trips/ CO 2 saved in Donostia-SanSebastian* six cargo bikes saved some 26,849 km/yr in van/truck journeys

CIVITAS Plus in Numbers: Economics Clean fuels and vehicles: use of CNG and fuel-mixing cut fuel costs by 14 and 30% respectively in Ljubljana and Perugia; Demand management: electronic parking in Utrecht* resulted in 11 fewer officers; Transport telematics: In Donostia SanSebastian*, a PT fleet manage- ment system optimised drivers’ time to 94.87% and reduced OpEx by 2.5%; Mobility management: In Coimbra*, hospital employees who transferred from private car to public transport thanks to a workplace travel plan increased the operator’s revenue by 28%; € saved /leveraged /profited upscaling the traffic centre in Skopje* leveraged EBRD funding

CIVITAS Plus in Numbers: Societal Impacts Safety and security: 24% more drivers yielded to pedestrians thanks to improvements in the visibility and safety of crosswalks and cycle tracks in Tallinn*; Traffic surveillance in Szczecinek reduced accidents from 27 to 8 while emergency services arrived within 5 minutes, not 16 Falling # accidents Zagreb saw 37.6% fewer accidents thanks to weekly meetings with senior citizens;

CIVITAS Plus in Numbers: Societal Impacts Safety and security: on- board public transport surveillance saw crime fall by 50% in Craiova*; Mobility management: 87% satisfaction level thanks in part to a public mobility centre in Brno; Demand management: 90% popularity of access restrictions to historic Iasi*; 58% in Bologna* over parking pricing, monitoring and enforcement; Falling crime /rising public popularity sealing cycling infrastructure in Szczecinek saw ridership increase 25%

Lessons Learned Real results require… Multi-stakeholder engagement (citizens, police, enforcement officers, council depts., experts, NGOs, seniors, parents, companies, road user assoc).. Measure integration  SUMPs (also a popular element among CIVITAS Award applicants) Not only hard investments, PR campaigns can go a long way too in winning citizen support (Szczecinek’s bike paths, Craiova’s surveillance cameras), esp. if linked to existing institutional targets (travel plans in B&H) Appetite to experiment! (‘Ambitious’ strategies, ‘Living Laboratories’) Monitoring and evaluating measure success, capturing ‘proof points’ (particularly helpful vis-à-vis the media)

Lessons Learned…II ‘Indirect’ Benefits… Campaigns and projects can leverage: –International funds (Skopje) –Political will (Sz. thanks to happy citizens, in Perugia owing to cleaner air) –Recognition (Tallinn’s free PT) and upscaling (Ghent’s parking pricing, Coimbra’s integrated ticketing, Ljubljana’s clean fleets) –EU integration More specifically… Time to properly plan car-pooling measures (Craiova) Synergy with national legislation (Aalborg’s LEZ) Closing roads is not enough by itself – consider drivers’ needs on alternative routes (Iasi) Bike bins more popular among citizens than regular cyclists (Ghent) Traffic rule enforcement and good quality public transport more important than physical access restrictions in Vitoria

Recommendations For those who are curious or taking first steps.. Build on these results, learn from each other Join a study tour or a CIVITAS thematic group Become a CIVITAS Forum member, link up with a CIVINET Network Start small, trial a measure during European Mobility Week Apply to the CIVITAS Activity Fund Don’t do it alone! Engage relevant stakeholders (incl. the media) For those evaluating future CIVITAS projects… Incorporate benchmark indicators such as CO 2 saved, modal shifts achieved, accidents and casualties reduced, emissions reductions etc. into the regular reporting framework, as well as a cost-benefit measure

More Details?

Thank you (especially the VANGUARD team for gathering and digesting the data and photos to be able to tell this ‚story‘)! Jerome Simpson Contact Details The Regional Environmental Center for Central and Eastern Europe Ady Endre ut 9-11; 2000 Szentendre; Hungary

The Most Successful? As Award winners (or even applicants..) 2009: Ghent won for its attention to cyclists; 2010: Bologna won for its monitoring and rule enforcement; Donostia- San Sebastian runner-up for its cargo bikes; and Brighton & Hove bid as City of the Year referencing its school travel planning actions 2011: Utrecht’s beer boat won while it also bid with its energy saving electronic parking scheme; : Integrated measures popular in CIVITAS city of the year bids Omissions? Travel planning, pedibuses, car-pooling; rental schemes, LEZ (too early? Too few tangible results?) Hard investments like new buses, surveillance cameras, info centres and infrastructure improvements obviously not very innovative or ambitious (even if good value for money)

The Most Successful?...II In a media context.. Iasi: “A city without a provincial complex;” “Here's how to take civilized local transportation!;” And “Drivers, prepare your nerves!” “Perugia will breathe new air” Craiova; “The RAT upgraded” Bath: “New shops delivery system begins” Iasi: “Archimedes a million euro public transport fiasco” Szczecinek: “Already the first bus monitor;” “Civitas in the town hall, depot and hotel” “Transport stations stolen piece by piece” (to do with car-pooling in Craiova? )
