Road user charge, City of Zagreb Marko Slavulj Effective solutions for green urban transport – Learning from CIVITAS cities, Athens, 24 April 2012

CIVITAS is an EU initiative for supporting and evaluating the implementation of integrated sustainable and energy efficient urban transport strategies in European cities CIVITAS ELAN is carried at the same time in five cities : 1. Ljubljana, Slovenia 2. Zagreb, Croatia 3. Gent, Belgium 4. Porto, Portugal 5. Brno, Czech Republic The project consortium consists of different partners - city administration, universities, public transport organizations, NGOs and other public service providers. The project lasts four years (2008-2012), but the partnership approach, sustainable solutions and the momentum of innovation and creativity should last much longer.

Situation before the start of CIVITAS No constructive dialogue in relation to traffic issues Public transport uncompetitive - low travel speed of trams and buses Poor conditions for bicycle traffic (bike paths, parking lots, etc.) Number of motor vehicles in Zagreb has doubled (1996- 2008) – congestion increased

Possibilities that CIVITAS presented Sustainable mobility Improving mobility options Solving traffic problems

Achieved during the participation in a CIVITAS project 70 air-conditioned low-floor trams have been integrated into the tram fleet. 700 tram drivers have been trained how to operate new trams 160 clean fuels and energy efficient buses (100 biodiesel and 60 CNG). The majority of bus drivers have been trained on safe driving, as well as on how to operate the new buses. Passenger safety was improved with the installation of safety cameras in vehicles. Noise level of buses is reduced by 3 dB.

In 2011 communal service CISTOCA (fleet of waste collecting vehicles) introduced last 3 of total 47 clean biodiesel vehicles 60 bicycle racks were installed on several points along the corridor and adjacent streets – increase the number of cyclists Electronic PT ticketing system is introduced Study of congestion charging and dialogue on pricing Achieved during the participation in a CIVITAS project

The CIVITAS ELAN Info Point was opened in September 2009, during European Mobility Week. The Info Point is coordinatied by NGO ODRAZ in cooperation with ZAGREB and all partners. The concept and architecture of the adaptable traffic light system for public transport priority has been presented. Web site for carpooling is launched Achieved during the participation in a CIVITAS project

Outstanding challenges Public involvement in decision-making process The absence of traffic data - key to decision making Communication with media would have been different - a sensitive issue

Other measures Mobility management - Transport demand management Smart growth and land use policies Improve mobility options Economic measures Fitting in the overall (transport) strategy of city

Clean public transport strategies in the bus network Clean public vehicle fleet Comprehensive mobility dialogue and marketing Promotion of electronic public transport tariff system Mobility management for large institutions Intermodal high-quality mobility corridor Improving cycling conditions Public transport priority and traveller information Security improvement in public transport Fitting in the overall transport strategy of city synergistic effects Study of CONGESTION CHARGING and dialogue on pricing

Air quality Study of congestion charging and dialogue on pricing – Eco zone

Traffic counting at the entrances of the zone (18 March 2010). From 7 am to 8 pm more than 100,000 passenger cars were counted. 13 Learned from the exchange with other cities Researched examples of other cities Exchange of experiences with Ljubljana on congestion charging - CIVITAS-ELAN 3 rd Consortium Meeting in Zagreb (2011) Meeting in Ljubljana Ljubljana - the same measure, a similar solution by using vignettes Use of the generated knowledge after the project Teaching students Similar projects

Transferability in other cities In Croatia - in a way that each city define tariff model for certain categories of vehicles Other countries - if they have the vehicles classified according to EURO standards
