Trans-European Transport Network and the Connecting Europe Facility Raluca Mitu Unit Connecting Europe – Infrastructure Investment Strategies DG MOVE, European Commission 26/11/2014, Brussels

Trans-European Transport Network Regulation EU No 1315/2013 – Objectives Strengthen the social, economic and territorial cohesion of the Union Contribute to the creation of a Single European Transport Area which is: efficient sustainable increases benefits for users supports inclusive growth Strategic framework White Paper for Transport By 2030: A fully functional multimodal TEN-T ‘core network’ Connect all core seaports to the rail freight network 30% of road freight over 300km shift to rail or waterborne transport By 2050: 60% reduction of CO2 for transport sector A European high-speed rail network Most of medium-distance passenger transport by rail Connect all core network airports to rail network 2

New TEN-T policy By 2030: a single European TEN-T core network By 2050: a TEN-T comprehensive network, as “ground layer”, to ensure accessibility TEN-T maps

Standards Core network Road: Rail: express roads or motorways, parking areas, alternative clean fuels Rail: ERTMS, electrification, European track gauge Rail freight lines: 22.5 t axle load, 740 m train length, 100 km/h line speed Alternative clean fuels for ports, inland ports and airports

TEN-T Core Network Corridors European Coordinators and Core Network Corridors Support the implementation of the core network Synchronise investments in order to optimise network benefits Multimodal, involving at least 3 Member States Consultative Corridor Fora, with involvement of all stakeholders Coordinators for ERTMS and Motorways of the Sea 5

Core Network Corridors - implementation tools - European Coordinators and Core Network Corridors Support the implementation of the core network Synchronise investments in order to optimise network benefits Multimodal, involving at least 3 Member States Consultative Corridor Fora, with involvement of all stakeholders Coordinators for ERTMS and Motorways of the Sea

Connecting Europe Facility - Transport Budget: €26.2 billion for TEN-T 14.9bn EUR for all Member States 11.3bn EUR for "Cohesion" Member States Funding priorities: Core Network Corridors: cross-border, bottlenecks Pre-identified projects in the CEF Annex Other cross-border sections and bottlenecks Horizontal priorities: ITS, ERTMS, interoperability, innovation&new technologies, safe and secure infrastructure Core, but also the comprehensive TEN-T More sustainable modes of transport (railways, IWW) Innovative financial instruments Connections with neighbouring countries 7

Complementarity CEF – ESI Funds High EU added-value on TEN-T Corridors and core network (as pre-identified in Annex I of the CEF Regulation) More sustainable modes of transport: rail, IWW High EU added-value projects to remove bottlenecks in transport networks, by supporting TEN-T infrastructure on both the core and comprehensive networks All modes of transport Regional mobility, through connecting secondary and tertiary nodes to TEN-T infrastructure Network effect: strong coordination of investments in TEN-T needed Common project pipeline for ESI Funds and CEF, to be included in the Operational Programmes Corridors Work Plans National Transport Master Plans

CEF Transport: Cohesion envelope €11.3 bn transferred from the Cohesion Fund to the CEF Exclusively for transport projects of high EU added value in Member States eligible for the Cohesion Fund National envelopes between 2014 – 2016, with higher co- funding rates Over 1 billion EUR for Hungary Pre-identified projects on the Corridors and other sections of the Core network: rail and inland waterways cross-border missing links, including road (max. 10% of the budget) bottlenecks Horizontal priorities: ERTMS, Motorways of the Sea etc.

How to give grant support to a project Work programme (Annual or Multiannual) EC and INEA: Call for proposals Evaluation (external and internal) Financing decision (general and individualised)

CEF: 2014 calls for proposals (GRANTS) 11 September 2014 – 26 February 2015 The Multi-annual Work Programme (MAP) € 11 billion total, including €4bn from the Cohesion envelope Only for projects pre-identified in Annex I of CEF (Corridors, other sections on the core network, horizontal priorities) The Annual Work Programme (AP) € 930 million Other projects on the core network Comprehensive network Connections with neighbouring countries 11 11

Call 2014 for Cohesion Member States Multi-annual Work Programme 2014 Budget for the 2014 call for proposals: €4 billion 35% of the €11.3bn of the CEF cohesion envelope Funding priorities of the call for proposals: Corridors of the Core Network Other Sections of the Core Network European Rail Traffic Management System (ERTMS) Innovation Safe and Secure Infrastructure Motorways of the Sea (MoS)

Innovative Financing – Investment for growth Full eligibility Whole TEN-T network, Core & Comprehensive All modes of transport Projects with identifiable revenue streams or commercial benefits and long-term repayment Motorways with tolls High-Speed Rail Airports, logistic platforms & Ports development Alternative fuelling infrastructure and on-board equipment Traffic Management Systems equipment (e.g. ERTMS) Partnership with financial institutions, such as EIB 14 14

TEN-T policy and macro-regional strategies Synergies and complementarity Support the implementation of the TEN-T policy Transport pillars in the macro-regional strategies Priorities: TEN-T Core Network Corridors Cross-border interconnectivity and interoperability, inter-modality, deployment of new technologies aimed at the decarbonisation of transport and its increased safety and security Macro-regional strategies, in-between the national and EU levels Significant potential to reinforce the implementation of EU transport policy priorities Enhanced coordination among stakeholders
