3 MTITC – REPUBLIC OF BULGARIA TEN-T Policy  TEN-T Regulation 1315/2013  TEN-T planning on 2 layers: Core network – includes the most important international links in EU Comprehensive network – feeds into and distributes from the core network  2 of 9 TEN-T Priority Corridors pass through Bulgaria Corridor Orient/East-Mediterranean Corridor Rhine-Danube

5 MTITC – REPUBLIC OF BULGARIA Railway Infrastructure Requirements  Full electrification of the line tracks  Freight lines of the core network: at least 22,5 t axle load, 100 km/h line speed and the possibility of running trains with a length of 740 m  Full deployment of ERTMS  Nominal track gauge for new railway lines: 1 435 mm except in cases where the new line is an extension on a network the track gauge of which is different and detached from the main rail lines in the Union

6 MTITC – REPUBLIC OF BULGARIA Connecting Europe Facility (CEF)  CEF Regulation 1316/2013  Total financial resources in transport sector – € 26,2 billion, including € 11,3 billion from the Cohesion fund  Accessible resources for Bulgaria under the Cohesion fund – € 350 million  Centralized approach of the application process  Multiannual and Annual Work Programmes  First Call for Proposals – open until 26 February 2015  List of Pre-Identified Projects on the core network

7 MTITC – REPUBLIC OF BULGARIA Integrated Transport Strategy  A new strategic document until 2030  Ex Ante Conditionality included in the Partnership Agreement  A National Transport Model shall be a part of the Strategy  The document shall comprise all modes of transport  The Integrated Transport Strategy should be elaborated and approved by the end of 2016

8 MTITC – REPUBLIC OF BULGARIA Railway Infrastructure Projects under Implementation  The following projects are still under implementation: Reconstruction and electrification of Plovdiv – Svilengrad railway line: Phase 2, Parvomay – Svilengrad section Rehabilitation of railway sections along Plovdiv – Burgas railway line Modernization of the railway section Septemvri – Plovdiv Rehabilitation of the railway stations in Sofia and Burgas  Financial sources under OP Transport 2007 – 2013

9 MTITC – REPUBLIC OF BULGARIA Programming Period 2014 – 2020  OP Transport and Transport Infrastructure 2014 – 2020  Elaborated in a close cooperation with EC  EU budget – 1.604 billion Euro  Balanced financing in the field of road and railway infrastructure – 572 M Euro for each  Commission Implementing Decision from 19 th December 2014 on the approval of OPTTI 2014 – 2020

10 MTITC – REPUBLIC OF BULGARIA Railway Infrastructure Projects 2014 – 2020 (1)  OPTTI financing: Modernization of Plovdiv – Burgas railway line, Phase II (railway junctions in Plovdiv and Burgas included) – € 320 M (VAT excl.) Modernization of the railway sections Elin Pelin – Ihtiman and Ihtiman – Septemvri along Sofia – Plovdiv railway line – € 740 M (VAT excl.)  CEF financing: Railway sections Dragoman – Sofia and Sofia – Elin Pelin, and Sofia railway junction along Dragoman – Sofia – Elin Pelin railway line – € 200 M (VAT excl.) Railway section Vidin – Medkovets – € 375 M (VAT excl.)

12 MTITC – REPUBLIC OF BULGARIA State and NRIC Contract (1)  In accordance with the requirements of Art. 25 (1) of the Railway Transport Act  5-year period framework  Annual and 5-year programmes for the development and exploration of the railway infrastructure Elaborated under the Contract provisions Updated and approved on an annual basis  Financial resources provided by the State according to a schedule approved by the Minister of Transport, Information Technology and Communications and the Minister of Finance

14 MTITC – REPUBLIC OF BULGARIA Railway Infrastructure Charging Scheme  First adopted in 2001 (Decree No 302 of the Council of Ministers)  New Methodology for Calculating of the Track Access Charges Collected by the Infrastructure Manager adopted by Ministers’ Decree No 92 of 4 May 2012 (in force since 1 st January 2013)  Infringement Procedure against Bulgaria related to the railway infrastructure charging scheme  Decision of the Court of Justice  Bulgaria has amended the Methodology in order to perform the Decision’ provisions – Decree No 159 of 12 June 2014
