Policy Updates - VRP Vessel Response Plans – NOA submission of VRP Control Numbers for both tank and non-tank vessels. – Must include plan for responding to a worst case discharge (WCD) and a substantial threat of such a discharge. – New CG approval required; old plans not accepted

Policy Updates - VGP Vessel General Permit – Effective 19, December 2013 – Applies to all commercial vessels longer than 79 feet. – Impose strict limits on incidental discharges (including lubricants) for vessels operating within three nautical miles of U.S. coastlines. USCG is taking no action at this time, address all questions to the EPA;

Policy Updates – Ballast Water In order to discharge ballast water, the vessel must: – Install a CG approved BWMS meeting 33 CFR requirements, or – Exchange +200 NM from shore*, or – use an Alternative Management System (AMS) as provided under , or – Ballast exclusively with water from a U.S. public water system, or – Discharge to a treatment facility.

Policy Updates – Ballast Water Ballast water exchange is only a temporary option until the first scheduled dry docking after the applicable 2014 or 2016 date. After which, vessel is required to meet the discharge standard. Policy Updates – Ballast Water An AMS that meets [foreign BWMS w/ CG approval] if installed prior to the discharge standard compliance date. Can not use an AMS +5 years after scheduled date. Many approved alternative systems; see Homeport.

Policy Update – Ballast Water Extensions (33 CFR 2036) – Must be made at least 12 months prior to scheduled implementation date.
