2 An Introduction to INTERTANKO INTERTANKO – Has being the voice of independent tanker owners since 1970, ensuring that the oil that keeps the world turning is shipped safely, responsibly and competitively. Independent owners operate some 80% of the world's tanker fleet and the vast majority are INTERTANKO members. The organisation has 242 members, whose combined fleet comprises more than 2,160 tankers totalling 160 million dwt, which is 70% of the world's independent tanker fleet above 10,000 dwt. Within our membership we also cover 81% of the Worlds Chemical Fleet by DWT

3 INTERTANKO's associate membership stands at 273 companies with an interest in shipping of oil and chemicals.

5 Full Membership is open to Independent tanker owners and operators of oil and chemical tankers, i.e. non-oil companies and non-state controlled tanker owners, who fulfil the Association's membership criteria:

6 INTERTANKO Membership Criteria 1. Entry with INTERTANKO. All tank vessels owned by or managed by an INTERTANKO member or membership applicant, including tank vessels owned/managed by affiliated and associated companies, shall be entered with INTERTANKO. 2. IACS Classification Society. All INTERTANKO members' tankers are to be classified by a Classification Society which is a full member of IACS 3. Insurance Cover. All INTERTANKO members' tankers are to be entered in an International Group P&I Club or are to have other appropriate arrangement for third party liability insurance including adequate coverage for oil pollution liability. 4. ISM Certification. All INTERTANKO members must have a certificated ISM System, properly implemented.

7 5. Ownership Control. Every INTERTANKO member shall supply information pertaining to the Owner(s) (or the Registered Owning Company(-ies)), Operator(s), Technical Manager(s) of the member’s vessel(s), as well as notification as to which of them holds the Company DOC. This information shall be held in the members’ area of the INTERTANKO web site. 6. Detention Criteria. INTERTANKO shall monitor members' detentions over a continuous rolling period of 12 months. The central database of members' detentions will be held by the Secretariat. If, a detention or repeated detentions give grounds for concern, then the detention will be referred to the Review Board.

8 7. Maintenance Requirement. INTERTANKO members recognise that they, as Owners/Operators, have ultimate responsibility for the maintenance of their vessels, including allocation to the vessel(s) of resources sufficient to enable the vessel(s) to comply with existing rules and regulations of flag state and classification society, including ISM. INTERTANKO members undertake to abide by this requirement. 8. Reporting Deficiencies to Class. INTERTANKO members recognise that they, in their contracts with the Classification Society (-ies), have undertaken to report deficiencies to the Classification Society classifying the vessel, and as a condition of membership INTERTANKO members undertake to abide by this undertaking. 9. Emergency Response for Damaged Stability. All INTERTANKO members’ tankers shall have an audited Emergency Response Service in place for the determination of stability and strength in a damaged condition.

9 Operational Issues in relation to PSC  More needs to be done to ensure harmonised standards  Greater sharing of inspection records would be beneficial  It is an imperative that the integrity of PSC is maintained  Better targeting would result from additional analysis of PSC records  Important lessons can be learned by analysing PSC performance  INTERTANKO is committed to working with PSC

10 Operational Issues in relation to PSC Licences to trade provided by:  Flag state  Classification society  P&I insurance  Charterer (through vetting) Port State Control Is The Industry Policeman

11 Need to ensure integrity of system:  ”Overly enthusiastic” inspectors  ”Selective” targeting  ”Soft option or easy” targeting  ”Malpractice” BUT Not all owners are ”guilt free”

12 Ideas to ensure Integrity of the System:  Regular and open dialogue between responsible owners Industry associations and PSC officials  Development of ”best practices” within PSC regimes  Appropriate mechansims for confidential feedback  Reports back to IMO of PSC performance

13 INTERTANKO Goals for PSC:  Harmonised standards and training of inspectors  Common, Global, Sub-Standard Targeting Systems  Consistency regarding Clear Grounds for Detention  Standard Global Independent Detention appeals procedures.  Development of rewards / incentives for the Good Owners  Close out of Defeiciencies
