Brisbane Baylands Specific Plan EIR  Prepare a range of alternatives and evaluate impacts to enable confident choices  Engage the community in preparing alternatives, and in creating a compelling vision for Baylands  Evaluate one community developed alternative at the same level of detail as the proposed project by UPC Alternatives Overarching Objectives

Brisbane Baylands Specific Plan EIR  CEQA requires preparation and evaluation of “reasonable range” of alternatives  Must include a “No Project” Alternative and identify an “Environmentally Superior Alternative”  Alternatives should be reasonable and feasible and must meet Project objectives CEQA Requirements

Brisbane Baylands Specific Plan EIR Importance for EIR  Alternatives should help minimize the project’s environmental impacts  Alternatives should help accomplish the City’s policies for the area in the General Plan:  Maintaining a low-rise profile  Maximizing open space—especially south of the Bayshore Basin drainage channel—and public accessibility  Respecting the mountain setting and proximity to Bay  Promoting a diverse mix of uses  Preserving views  Promoting transit and multimodal accessibility Ideas at scoping meetings: sustainability, etc.
