18 California Environmental Quality Act (CEQA)  Addendum to the Certified Final Environmental Impact Report for the Monterey Park General Plan (FEIR) Strong presumption against requiring further environmental once an EIR is certified Further review required if proposed changes require “major revisions” to the previously certified EIR  No modifications to the Land Use Policy Map or intensities/densities identified within the General Plan  No changes to maximum development potential approved for General Plan and analyzed in FEIR

19 California Environmental Quality Act (CEQA)  Initial Study concluded that the environmental impacts of the General Plan, as modified by the 2 new Elements: Do not require substantial changes to the FEIR Will not create any form of significant environmental impacts not previously analyzed in the FEIR Nor will the impacts of the modified project be more severe than those already analyzed in the FEIR  Initial Study/Addendum concludes that the 2 new Elements will have no significant long-term, environmental effects that cannot be mitigated  Not required to be circulated for public review, but the Addendum was made available to the public for 20 days

20 Planning Commission Review  Planning Commission Meeting – June 30 Planning Commission comments focused on the Implementation Program as a primary concern  In response, the Implementation Program was modified to better prioritize items and set more realistic timeframes for each item  In addition, Staff specified timing based on items of urgency, potential cost, and funding availability

21 Planning Commission Review  Planning Commission Meetings – August 13 Planning Commission requested three additional items be considered:  Staff should conduct better community outreach that is multi-cultural/multi-lingual to better inform the community  Planning Division should report every six months on the progress of the Implementation Program  A Summary Sheet be prepared by the Planning Division and made available to the public that identifies the priorities
