Nationales System Emissionen 2 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Share and trends of GHG emissions

Nationales System Emissionen 3 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Working group on enrgybalances six energy industry associations : BGW – Association of the German Gas and Water Industry DEBRIV – German Lignite Industry Association GVSt – General Association of the German Hard Coal Industry MWV – Association of the German Petroleum Industry VDEW – German Electricity Association VIK – Association of the Energy and Power Generation Industry three economic research institutes: DIW Berlin – German Institute for Economic Research EWI – Institute of Energy Economics at the University of Cologne RWI – Rhine-Westphalian Institute for Economic Research Additional: Ministry for economy + Federal statistical office

Nationales System Emissionen 4 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Timeline energy balance Jan./Feb..First figures PEV (N-1) June/Julyaggregated figures for EEV not for all sectors (N-1) ????Detailed energy balance (recently N-3) improvement intended (N-12 month) How to proceed ??

Nationales System Emissionen 5 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) dataflow (energy related emissions) Quelle:

Nationales System Emissionen 6 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Procedure to get sufficient data data from detailed energy balance  breakdown to energy related energy consumption for detailed source categories and fuel types Additional data from mainly industry based statistics e.g. overview of number, size, technical parameters for industrial combustion facilities (VIK-statistic)  further breakdown to size and current legislation Why?to match better with relevant EF´s to reflect policies and measurements Gap closing for timeline:  trend extrapolation based on the last detailed 3 years  comparison and adjustment with existing aggregated information Problem: permanent use of recalculation for the last submitted years !

Nationales System Emissionen 7 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Comparison results with relevant datasets

Nationales System Emissionen 8 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) 1% difference counts for 9 Mio.t CO 2 ! 1% difference counts for 9 Mio.t CO 2 !

Nationales System Emissionen 9 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) EUROSTAT-project Analysis for: current dataflow caloric values used emission factors used activity data used

Nationales System Emissionen 10 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Results and recommendations of the EUROSTAT-project (I) AGEB-data are best available, should be used national and international improvement in documentation from AGEB is necessary AGEB should speed up the process (results available within 12 months)  legislation ? financial basis, manpower indicate the state of the balance and connected satellite information  revisions should be marked clearly coordination of the dataflow for the questionnaires discussion with AGEB useful figures should be used for preliminary balance

Nationales System Emissionen 11 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Results and recommendations of the EUROSTAT-project (II) EUROSTAT should inform national authorities in cases of use of different figures (compared to the submission) changes made by UBA (increased details – e.g. energy use for briquette production, combustion for different waste types…) should be part of the preliminary energy balance EUROSTAT should use the national used CO2-EFto avoid large differences EUROSTAT should be sure to use consistent datasets methodological work for separation of the fueluse for international aviation is important and necessary

Nationales System Emissionen 12 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Estimates for CO 2 Different sets of EF EUROSTAT leads to underestimation !! 1990  - 39,5 Mio.t 1999  - 21,0 Mio.t Related to fuel types larger differences Differentiation of EF for different sourcecategories is useful (sometimes) Update of the caloric values necessary

Nationales System Emissionen 13 Michael Strogies Workshop on energy balances 24 – 25 June 2003 (Copenhagen) Results and recommendations of the EUROSTAT-project (III) Principle use of recalculation Consistent set of energy balances for 1990 to 1999 very important:  1990  systembreak 1994 to 1995  unique economic structures Very useful study for all concerned institutions was used in the NIR
