Regional energy balances since 1988 International energy reporting (IEA/EUROSTA/UNECE Joint Questionnaires) since 2000

2 HARMONISATION Austrian energy balances follow the IEA/EUROSTAT definitions and methodology since 2002 Austrian energy balances are revised back to 1970 concerning the methodology Austrian energy balances are revised back to 1980 concerning the detailed fuel breakdown Starting in 1988 each aggregate of the national energy balance is broken down to / aggregated from the 9 regional balances Since 2002 harmonised information for all national and international users of Austrian energy balances exists for the whole reporting period.

3 NON ENERGY USE Bitumen, Lubricants and Hydrocarbons used as raw material in the chemical and petrochemical industry Natural gas used as raw material in the chemical industry. Coke, petrol coke and hard coal used as raw material for electrodes. 56.3% of coke input into blast furnaces (use for metallurgical reasons)

4 Legal Basis No relevant legal basis for Statistics Austria exists
The energy reporting is done on a contractual basis only at the moment The national and international energy reporting is financed by two ministries: Ministry of Economic Affairs and Labour Ministry of Agriculture, Forestry, Environment and Water Management The regional energy reporting is financed by the Länder

5 Data Quality Data on production, foreign trade transformation processes and non energy use are of good (acceptable) quality. A continuous data check between inconsistent data sources is planned to be established if the legal barriers (data confidentiality) can be solved. The sectoral breakdown of final energy use is model based at the moment and has to be improved by: 1. Implementation of additional data from the AEA 2. Three sectoral samples (industry, services, households) and a useful energy survey all on a voluntary basis are planned for the next 3 years. The model based recalculation back to 1970 in some aspects (e. g. refinery balances prior 1993) has to be improved.

6 Timeliness In the past data were not available soon enough to meet the deadline of IEA (1st of November). For the future the November deadline will be easy to meet but AEA requests the 31st of August as new deadline. If all necessary data are available in time this will be no problem. If all necessary data are not available in time this new deadline a model based preliminary version has to be delivered. If this is acceptable has to be decided by all financiers.
