EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Workshop on energy balances and energy related GHG emission inventories – recommendations and follow-up activities Workshop on emissions of GHG from aviation and navigation 17-18 May 2004 Bernd Gugele bernd.gugele@umweltbundesamt.at Workshop on emissions of GHG from aviation and navigation 17-18 May 2004 Bernd Gugele bernd.gugele@umweltbundesamt.at

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE GeneralGeneral wOrganised under WG I of EC CCC and linked to Eurostat Energy Statistics Committee wObjectives: –share best practice between countries, both statistical institutes and national GHG inventory compilers; –strengthen the links between the reporting mechanisms of energy data (Eurostat/IEA) and GHG inventories (UNFCCC/Commission); –make recommendations to improve coherency in the data reported under the two reporting mechanisms. wMore than 60 experts attended the workshop wWorkshop report available at: http://air-climate.eionet.eu.int/ wOrganised under WG I of EC CCC and linked to Eurostat Energy Statistics Committee wObjectives: –share best practice between countries, both statistical institutes and national GHG inventory compilers; –strengthen the links between the reporting mechanisms of energy data (Eurostat/IEA) and GHG inventories (UNFCCC/Commission); –make recommendations to improve coherency in the data reported under the two reporting mechanisms. wMore than 60 experts attended the workshop wWorkshop report available at: http://air-climate.eionet.eu.int/

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Energy harmonisation project wValidate energy data used for emission inventories and energy statistics wObjectives are to: –explain the differences between the two submissions –establish a procedure to eliminate discrepancies in the two reporting mechanisms –provide updated energy data for 1990-2000 wState-of-play –8 MS have submitted project results (AT, DK, DE, FR, NL, PT, SE, UK); –3 MS are expected results in 2004 (IE, IT, GR) wValidate energy data used for emission inventories and energy statistics wObjectives are to: –explain the differences between the two submissions –establish a procedure to eliminate discrepancies in the two reporting mechanisms –provide updated energy data for 1990-2000 wState-of-play –8 MS have submitted project results (AT, DK, DE, FR, NL, PT, SE, UK); –3 MS are expected results in 2004 (IE, IT, GR)

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (1) wEmissions from domestic and international aviation and shipping navigation –International organizations are encouraged to assist countries with data. –More advanced countries are encouraged to share their approaches. –Inventory experts are encouraged to share methods with energy experts. –Countries should transparently report how they separate international from domestic aviation and navigation in both their greenhouse gas inventories and their energy statistics.  WS on GHG emissions from aviation and navigation wEmissions from domestic and international aviation and shipping navigation –International organizations are encouraged to assist countries with data. –More advanced countries are encouraged to share their approaches. –Inventory experts are encouraged to share methods with energy experts. –Countries should transparently report how they separate international from domestic aviation and navigation in both their greenhouse gas inventories and their energy statistics.  WS on GHG emissions from aviation and navigation

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (2) wFuel categorisation –The combined list of fuel categories for Eurostat/IEA questionnaires and IPCC reporting guidelines should be further investigated. Further revisions should strive for further harmonization between Eurostat/IEA and IPCC.  Next meeting of ESWG will have first discussion on adapting fuel categorisation to IPCC (e.g. orimulsion, anthracite) wFuel categorisation –The combined list of fuel categories for Eurostat/IEA questionnaires and IPCC reporting guidelines should be further investigated. 6 EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (3) wCalorific values –For liquid fuels countries should report a unique calorific value by product to be used for national environmental (GHG inventories) and energy reporting and by Eurostat. Further work is necessary to check and possibly update the calorific values of international organisations (Eurostat/IEA).  Eurostat will revise calorific values for liquid fuels in consultation with MS wCalorific values –For liquid fuels countries should report a unique calorific value by product to be used for national environmental (GHG inventories) and energy reporting and by Eurostat. 7 EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (4) wAutoproduction  Eurostat is working on adapting the methodologies for autoproduction statistics in line with the CHP Directive wSectoral breakdown of final energy use –Eurostat is encouraged to repeat surveys on households and services addressing the EU and the country level.  In the work programme of the intelligent energy programme a survey on buildings is foreseen wAutoproduction  Eurostat is working on adapting the methodologies for autoproduction statistics in line with the CHP Directive wSectoral breakdown of final energy use –Eurostat is encouraged to repeat surveys on households and services addressing the EU and the country level.  In the work programme of the intelligent energy programme a survey on buildings is foreseen

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (5) wLegal basis for reporting of energy balances –Further discussion on the legal basis at EU level on energy statistics is necessary.  Next energy statistics meeting 27 May will discuss this issue wTimeliness  has improved wConfidentiality  problems due to confidentiality have increased wLegal basis for reporting of energy balances –Further discussion on the legal basis at EU level on energy statistics is necessary.  Next energy statistics meeting 27 May will discuss this issue wTimeliness  has improved wConfidentiality  problems due to confidentiality have increased

EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE Recommendations and follow-up (6) wDataflow –International organisations (IEA/Eurostat) should assist consistent dataflow by provision of clear methodological guidance how the annual energy questionnaires should be filled in. –An energy statistics manual from Eurostat/IEA is needed before the next annual energy data collection.  The manual will be finalised before the next ESWG meeting wDataflow –International organisations (IEA/Eurostat) should assist consistent dataflow by provision of clear methodological guidance how the annual energy questionnaires should be filled in. –An energy statistics manual from Eurostat/IEA is needed before the next annual energy data collection.  The manual will be finalised before the next ESWG meeting
