STATE OF NEVADA FUELS PROGRAM STATUTES and REGULATIONS The Nevada Legislature, in Section 590 of the Nevada Revised Statutes, has authorized the Board of Agriculture to adopt and enforce fuel standards for Nevada. The specific regulations can be found in Section 590 of the Nevada Administrative Code.

STATE OF NEVADA FUELS PROGRAM MEASUREMENT STANDARDS DIVISION # Inspectors located in Reno, Las Vegas and Elko travel throughout the state taking routine and consumer complaint samples. #Inspectors sample gasoline, diesel fuel oils, heating oils, aviation fuels and motor oils sold in Nevada. #Some tests can be done on-site, but most samples are returned to the laboratories for analysis.

GASOLINE TESTING PROGRAM LABORATORY ANALYSIS USING AMERICAN SOCIETY FOR TESTING AND MATERIALS METHODS AND SPECIFICATIONS A routine gasoline or aviation gasoline sample will have most or all of the following tests run. Results of analysis must meet ASTM D or D and NAC 590 specifications. ASTM D 5191 Vapor Pressure ASTM D 3710 Simulated Distillation ASTM D 86 Distillation ASTM D 5623 Sulfur Octane Screen by Near Infrared Spectroscopy Samples which do not pass the octane screen are analyzed by ASTM D 2699 and ASTM D ASTM D 4815 or ASTM D5845 Oxygenates (Washoe & Clark County wintertime gasoline) The reproducibility of each method is applied before enforcement action is taken.

FUEL OIL TESTING PROGRAM LABORATORY ANALYSIS USING AMERICAN SOCIETY FOR TESTING AND MATERIALS METHODS AND SPECIFICATIONS # A routine diesel fuel oil, heating oil or jet fuel sample will have most or all of the following tests run. Results of analysis must meet ASTM D b, D , D or D a and NAC 590 specifications: < ASTM D 93 Flash Point < ASTM D 2887 Simulated Distillation < ASTM D 86 Distillation < ASTM D 5623 Sulfur < ASTM D 445 Kinematic Viscosity #The reproducibility of each method is applied before enforcement action is taken.

STATE OF NEVADA FUELS PROGRAM Air Quality Activities The major role of the program in maintaining or improving air quality is to ensure fuels meet the requirements outlined in the NAC. In addition, the Program Coordinator is an active member of the: Las Vegas Clean Cities Coalition Truckee Meadows Clean Cities Coalition Clark County Air Quality Forum Clark County Air Quality Board - Technical Advisory Committee Fuel Standards Environmental Coordination Committee (FSECC) The FSECC was established to bring together industry and government to discuss issues pertaining to fuel standards and air pollution prevention. The Director of the Department of Agriculture plays an active role in maintaining air quality as a member of the State Environmental Commission.

STATE OF NEVADA FUELS PROGRAM LOOKING TOWARD THE FUTURE OF NEVADA The Nevada Fuels Program is actively involved in research into the analysis of alternative fuels and more efficient methods of analysis. Laboratory staff work closely with air quality and petroleum industry experts to recommend appropriate and necessary regulations to the Nevada Board of Agriculture.

STATE OF NEVADA FUELS PROGRAM Alternative Fuels Activities NRS charges "the state board of agriculture shall adopt regulations relating to the standards for fuel, including fuel use in internal combustion engines, which are substantially similar to the laws and regulations of the State of California relating to those standards." The Program made additions to NAC 590 that established specifications for alternative fuels as approved by the Division of Environmental Protection in NAC 486A.015 including hydrogen, methanol, ethanol, and biodiesel. The program is now developing methods for testing the new standards.
