D975 – petroleum diesel D6751 – biodiesel as a blendstock Current work items: Up to B5 allowed in D975 compliant fuel. B20 “Fill & Go” standard. B100 fuel standard (lowest priority)

3 California Department of Measurement Standards (DMS)
This department is in charge of ensuring that fuel sold in the California meets nationally recognized standards like ASTM. DMS attempted to create specifications for B100 and blends to allow them to be sold legally prior to ASTM standards being formalized. These changes were opposed by the petroleum and auto industries. So as of September 1st… Biodiesel is on DMS radar All fuel for diesel engines must meet ASTM D975. B100 and blends B5 and higher are effectively banned from public sale. There are also pump labeling requirements for all blends above B5. “User Groups” may apply to DMS for a variance to sell fuel to members. Members must be registered & receive materials warning of possible issues. User data must be tracked. “User Group” is a “centrally fueled fleet”. Enforcement mechanism is through county officials.

AB2899 – Defeated Shirley Horton (R) San Diego sponsored. National Biodiesel Board (NBB) backed. Allowed sale of B20. Bill defined D6751 as a fuel standard.
