1INTRODUCTION University internationalization represents a significant strategic theme and major development trend of higher education in the world. It is held as one of the Open University of China (OUC)’s core ideas. Internationalization is of great strategic significance in improving the quality of open universities, and become to a strategic task. Issues on both theories and practice are in great need of further study in this respect.

the study mainly probes into four issues The first is connotation,  which is how to understand university internationalization, Open University internationalization, and the relevant concepts. The second is indicator,  which means the ways of assessment, indicators included and the building of the indicators. The third is strategy,  which involves strategic measures to promote the fast development of Open University internationalization. The fourth is policy,  which refer to policy options to encourage the smooth advancement of Open University internationalization.

2 THE THEORETICAL ISSUES RELATING TO THE INTERNATIONALIZATION OF UNIVERSITIES By analyzing and learning from the findings of international and domestic scholars, a triangle model is put forward in the study to define the connotation of Open University internationalization. The model involves four elements, which are goal, level, capacity and activities.

In the model,  the goal is the core,  the level and capacity is the key,  and the activities are the foundation.

2.2 The Identification of Indicators that May be Adopted by the OUC 2.2.1Internationalization Indicators of Open Universities is a New Research Topic of Practice-Oriented Innovation 2.2.2It’s Improper to Give Each Indicator Uniform Fixed Weight The Design of Each Indicator is the Process of Individual Choice in Line With Different Purposes of Use 2.2.4The Construction of Indicator Framework Should Embody the Characteristic Indicators of Distance Education Based on General Indicators of University Internationalization

3WITH RESPECT TO STRATEGIC MEASURES TO ADVANCE OPEN UNIVERSITY INTERNATIONALIZATION DEVELOPMENT 3.1To Put Organization, Personnel and Funds in Place is the Prerequisite to Ensure the Development of Internationalization 3.2The Formulation of Strategic Plan for Internationalization Development is a Major Guarantee to Achieve the Development Goal of Internationalization 3.3The Implementation of Internationalization Development Projects is Strong Support to Advance Internationalization Development

4 POLICY RESEARCH FINDINGS TO SUPPORT OPEN UNIVERSITY INTERNATIONALIZATION DEVELOPMENT 4.1Improving Related Legal System of Distance Education to Ensure Service Quality of International Education 4.2Open Share Superior Educational Resources to Achieve International Synergistic Innovation and Complementation 4.3Establishing Online Open Classes to Push forward Virtual Internationalization Development 4.4Promoting International learning outcome Accreditation and Credit Transfer to Realize the Communications between National and International Education Systems 4.5Encouraging Teachers at Home and Abroad to Form a Scientific Research Community for Online Teaching to Push “One-On-One” Cooperation

5CONCLUSION The study on Open University internationalization ways mainly deals with strategic measures and policy options. These measures and policies try to fit in with the orientation of open universities and the characteristics of distance education, and are especially focused on web-based virtual university internationalization.

some problems of the study  First, the connotation of Open University internationalization needs further defining and analyzing.  Second, the Open University internationalization indicator framework is not systematic enough and remains to be improved and further proved.  Third, the strategic measures and policy put forward in the study needs to be put to practice and tested.

What needs to be done in the next step to strengthen international comparative study and empirical study based on the current indicator framework of internationalization to form the Open University internationalization indicator system; to make pilot implementation of the strategic measures and related polices to explore appropriate mechanisms for implementation, management and evaluation.
