2 2 The principles 1.It is based on the Estonian professional standard “IT Manager” which in turn bases on European e-Competence Framework e-CF. 2.Was developed with involvement of a number of leading ICT companies. 3.Has a strategic partner – IT of SEB bank. 4.Access conditions: Bachelor degree, professional/applied higher education or equivalent qualification; At least one year professional experience in the field of ICT; Admission test: motivation letter (up to 2 pages); an oral test of English; conversation (weight 2). The aim of the conversation is to verify the competence of the applicant in IT, find out his/her expectations towards the studies, possible topic of the thesis and plans for professional career.

3 3 e-CF structure Four dimensions: 1.E-Competence areas: PLAN, BUILD, RUN, ENABLE, MANAGE. 2.List of competences in each area (altogether 36 competences). 3.Descriptions of proficiency levels for each competence (levels e-1 to e-5). 4.Samples of knowledge and skills related to each competence (not necessarily exhaustive).

6 6 Programme objectives To provide the students with conditions that support the development of: 1.Wide-profiled professional competences in ICT management (plan and implement IT systems and ensure their functioning); 2.Research based and innovative approaches in working on relevant positions as well as readiness for personal professional development; 3.Competences necessary for working on ICT management related professions (CIO, ICT manager, ICT project manager etc); 4.Competences that allow doctoral studies and academic research careers.

7 7 Learning outcomes The graduate: 1.knows theoretical foundations of ICT systems, basic issues and development trends; 2.is able independently to analyse ICT processes, assess the impact of changes to the basic processes of the enterprise and use scientific methods in planning and implementing ICT strategies; 3.is able to manage maintenance and development of ICT services in a company and to find innovative and adequate solutions in changing and unexpected situations; 4.has necessary communication and team-working skills for involving different partners; 5.is ready to follow established professional, ethical and intellectual property protection principles, analyse its own professional activities and plan professional growth; 6.tolerates different values and attitudes, actively participates in civic society; 7.is able to continue studies at the PhD level.

8 8 Core courses – learning outcomes The student: 1.knows the basic principles and approaches, research questions and methods, regulations (including standards and specifications) as well as information sources (including scientific literature) concerning IT systems; 2.is able to compose an IT strategy of an organisation, implementation plans, determine suitable business solutions as well as able to document and present them in an adequate manner; 3.is able to complete tasks necessary for IT strategic management (analysing market trends, composition of IT strategy etc), for IT development (planning of development activities, preparation of projects, planning and coordination of professional development of staff etc) and for IT maintenance (ensuring functioning of IT infrastructure, necessary support services, data security, licensing etc); 4.is able to use different methods for analysing and development of IT processes, conduct tasks related to development of business strategy (elaboration of development plans, increasing of effectiveness of the business processes etc) as well personnel development (build up IT staff, ensure motivation and necessary devotion, compose the tasks, work division and schedules, assess the results, arrange cooperation with other units etc)

9 9 The structure 1.Two general courses (8 credits; 1 compulsory – Estonian writing skills). 2.Core courses (at least 66 credits): Compulsory – 39 credits Optional – at least 27 credits 3.Free electives – 16 credits 4.Master thesis – 30 credits

12 12 Master thesis Objective: To support development of research as well as academic writing and presentation skills in an actual topic of IT management, based on adequate theories and research methods. Learning outcomes: 1.Is able to formulate a research problem, to chose appropriate research methods and conduct problem analysis based on scientific literature; 2.Is able to present a chosen topic in a systematic, correct and interesting manner, in accordance with the requirements for composition of academic texts; 3.Has deeper knowledge in the area of master thesis.
