Resource Mobilization In FAO Afghanistan Draft

Country Programme Framework CPF document signed by FAOAF and Ministry of Agriculture, Irrigation and Livestock (MAIL) on behalf of Government of Afghanistan on 5th September 2012. CPF 6 Priorities are: Support to fostering agriculture productive capacity. Support to better water resource and irrigation management. Support to the formulation and implementation of effective agriculture policies and institutional capacity building. Support to better natural resource management. Support to food and nutrition security. Support to capacity development in emergency management .

Afghanistan CPF is based on National Priorities Transition process after the Kabul conference. National Programme Priorities and Agriculture and Rural Development cluster. MAIL’s National Agriculture Development Framework. Afghanistan National Development Strategy. UNDAF

Resource Mobilization Plan, CPF CPF document was distributed to different donors. FAO Afghanistan has hired an International consultant to prepare a resource mobilization strategy and action plan based for the CPF. Once the RMS is approved, a communication strategy with donors will be developed. FAO Afghanistan has 16 pipeline projects; GCP, UTF, and TCP. Main donors: World Bank and IFAD through Government, Japan (JICA), Germany, EU, Italy, Belgium, Luxembourg, MDG Fund Spain, and others.

The case study concerns RM activities carried out for dairy project Initial Project: Integrated Dairy Scheme in Afghanistan “GCP/AFG/040/GER” April 2005 to Dec 2010. Achievements: - 3 small Scale Dairy Plants (3000-5000 lit/day processing fresh milk each) established. -3 small animal feed processing mills (2 MT/H each)established.

Dairy Project Achievements Milk Collection Centers (MCC) established that the farmers could easily deliver its surplus milk to the MCC. Selling shops established in the cities. Income per family increased from USD 371 in 2005 to USD 673 in 2010. Revolving fund established for financial sustainability of the project.

The successes were due to the following reasons: Participatory approach encouraged the farmers to establish cooperatives to work collectively. Project implemented with close coordination of MAIL departments. Integrated approach: extension service, health service, cattle management, improve fodder production, and artificial insemination. Use of proper technology. Project implementation with committed staff.

Local resource mobilization strategies Based on the above successful achievements the following activities were carried out for resource mobilization.

Information Dissemination The project prepared poster of activities and shared with different stakeholders. The cooperatives participated at trading Agfairs. The product advertised in local media: newspaper, radio and TV. FAO office encouraged donors and media to visit the plants.

Information dissemination The visitor were well received by the project staff and cooperative members at the plants. Exchange of ideas between beneficiaries and other communities on the success of the project.

Expansion of the project The farmers made requests for the establishment of dairy plants in different provinces. The farmers made requests for local donor Provincial Reconstruction Teams (PRTs) to finance the projects. FAO Afghanistan submitted to different donors the new concept notes with attached farmers’ requests.

Expansion …. MAIL requested FAO to prepare a proposal for up-scaling dairy activities which was shared with different donors through Government. Cooperation with new donors to the country, IFAD. Providing technical support (training) for some agencies, JICA.

Ongoing Dairy projects As results of the above activities, the follow dairy projects funded by other donors: Development of integrated dairy scheme in Herat “GCP/AFG/046/ITA” Development of Integrated Dairy scheme in Nangarhar “UTF/AFG/060/AFG”

Dairy Pipeline Projects Development of the integrated dairy scheme (up scaling phase) in Afghanistan, USD 11,400,000 (JICA). Integrated Dairy Scheme Development in central region, USD 8,581,000 (IFAD).

Challenges Be patients with donors and have to contact them frequently. Considering the areas of focus for donor assistance. Accommodate to the extend possible in CNs and proposals, the Counterparts. Preparation of good quality CNs and proposals. Follow FAO’s rules and regulations.
