State HR Control  Centralized Personnel Board/Office Military Department requests personnel actions Strict control at the State level  Independent Military Department Military Department manages all HR Oversight by State but independent operations

Federal Reimbursed Employees  Pay and allowances managed as one system?  Each federal program is a stand alone?  Contract Worker vs State Employee?  Military pay ranges for federal programs?  Benefits managed the same for all?  Integration of federal programs into the organizational structure?

Dual Status/Military Membership  Adjutant General is dual status in uniform when on duty?  Are all State employees required dual status? Are any required?  Wear of the uniform required or authorized?  Rank inversion issues.  MOS compatibility required?

Centralized Personnel Plan (CPP)  State Military Department centralized HR, Accounting and Procurement Staff.  Allocation of personnel costs.  Negotiated between SMD and USP&FO.  Based upon actual, direct personnel costs.  Includes staff that exist due to additional workload of the CAs.
