2 Purpose To understand the creation of the Tennessee State Guard “Reserve” and its mission, which is the component assignment for “most” Tennessee State Guardsmen.

3 Introduction The Tennessee State Guard is a unique organization. It is a militia that is part of the Tennessee Army Military Force, which is part of the Tennessee Military Department. However, it is not part of the Tennessee Army National Guard because it has no federal authority. It has active and reserve personnel, whose roles are unique.

4 There Are Two Organizations
TCA Tennessee State Guard, whenever such a state force shall be “duly organized”, and its reserve shall constitute part of the state’s army military force.  1)      Tennessee State Guard 2)      Tennessee State Guard Reserve

5 Organizational Authorities
TCA Whenever the president of the U.S. shall call any part of the NG of this state into active federal service, the governor is authorized to enlist, organize, maintain, equip and discipline a volunteer defense force, other than the NG, to be known as the TSG (Active).  TCA Adjutant General is authorized and empowered to setup and maintain a Reserve Organization of TSG upon a voluntary basis under such system as to him may seem most feasible (Reserve).

6 Individual Authorities
TCA Activate to Replace NG TCA Active for Advisory Service TCA Active for Supervisory Service. TCA Active for State Duty (i.e. Training and Drills) TCA Reserve.

7 Mission (If Active) TSG replaces deployed NG units and responds to any call by the governor for emergency state duty and augments the NG and assist the TEMA.  

8 Mission (Reserve) Provide means or “resources” (i.e. people and equipment) for the creation of a TSG in case the NG is called into federal service.   *If this is correct we have been operating beyond the scope of our mission

9 Organization of the Tennessee State Guard and Its Reserve
This regulations would identify the command and task organization “i.e. TARNGR 10-1”. Tennessee State Guard Regulation “Not Compiled” Or  Tennessee State Guard Reserve Regulation “Not Compiled”.

Would Identify “Required” and Authorized Personnel and Equipment (i.e. FM /1) Table of Distribution and Allowances for TSG “Not Compiled”   Or Table of Distribution and Allowances TSG Reserve “Not Compiled”

13 A New Authority TCA The governor may organize, activate, increase, change, divide, consolidate, disband, reactivate or reorganize any unit, headquarters, staff or cadre of the state guard, and may prescribe the composition and types of units, the type of organization and “the system of drill or instruction” to be used in training such units 

14 A Redefined Mission To maintain an organized and trained military force, capable of timely and effective response to state emergencies, or on occasions deemed appropriated by the Governor, to provided military assistance to civil and military authorities in the preservation of life, property and public safety. “as composed by the Alaska state guard”

STARC plan to organize and train state defense forces “when directed”.  

16 Organization of the Tennessee State Guard
Compile a Tennessee State Guard Regulation identifying the command and task organization (i.e. TARNGR 10-1).

17 Authorization Document
Compile a Table of Distribution and Allowance identifying the “required” and authorized personnel and equipment for TSG (i.e. FM /1).

18 Budget The Military Department’s Administration functional area shows no funds requested for improvements for , which is where the TSG and its reserve receive its funding.

19 Purchase Authority TCA 58-1-513
Under the direction of the governor, the adjutant general shall authorize the purchase of such property as may be “required” for the use of the “military department”, all such purchases to be made through the state purchasing director
