Arkansas IJIS - Faulkner County Pilot Project Faulkner County Pilot Project Implementation Kick-off August 5, 2003

Agenda IJIS Pilot Project Overview –Review of IJIS Pilot Project –IJIS Project Plan Technical Solution –Supplemental Hardware & Network Infrastructure –Transport Manager Software Solution –Risk Factors and Mitigation Strategies Roles & Responsibilities of Participating Agencies –Expectations for the Remainder of the Week

What Do We Want To Do? Capture data once at source events. Electronically share data with those who need it. Eliminate redundant data entry. Eliminate manual distribution of data. Notify others of special events. Make data available instantly to those who need it for effective decisions.

Faulkner County Pilot Project Focus on Data Sharing Between: –Faulkner County Sheriff’s Office –20 th Judicial District Prosecuting Attorney –Faulkner County Circuit Clerk –Faulkner County Circuit Courts –Faulkner County Detention Center

Where Do We Start? 1.Push Incident Data from Sheriff’s Office to Prosecutor’s Office 2.Share Court Dates between Court, Detention Facility and Prosecuter’s Office 3.Push Bail Information from Court to Jail 4.Push Fine Amounts from Court to Sheriff’s Office 5.Push Attorney Assignments between Prosecutor, Court, and Jail 6.Push Warrant Status between Sheriff’s Office, Prosecutor’s Office, and Circuit Clerk

Where Do We Start?

Proposed Results Integrated criminal systems in Faulkner County. Documentation of lessons learned. A model and plan for other counties to use.

How will we do it? Upgrade the local network and hardware Install Transport Manager ™ Develop programs to access each system’s database

IJIS Solution

–Data Sharing Infrastructure Hardware upgrades. Network upgrades. –Transport Manager Responsible for detecting changes and coordinating data exchanges. Runs on two servers located on the data sharing infrastructure.

IJIS Solution – Hardware Two new File and Application servers –Primary use is to support Templar’s Transport Manager. –Benefits also include increased reliability, speed and storage for other network applications (eg: SOMS, User folders). Subnetting –New switches allow for separate but connected networks between different offices and file server.

IJIS Solution – Hardware Cabling Upgrades and Wiring Closets –Upgrades to current wiring and installation of patch panels will ease clutter and increase reliability New Fiber Optic Network –Increased speed for overall network, most notably in County Courts Building –Reduction of problems from lightning traversing connection between County Judge’s office and Historic Courthouse

IJIS Solution – Hardware

Participating Agencies’ Roles & Responsibilities Key contacts at each of the participating agencies. –Business Process Contact Refine the definition of business requirements. Create prioritized list of supplemental business requirements that may be addressed in future efforts. Answer functional questions throughout the course of the project. –What does this code mean? –Technical Contact This may be the application (JIS, SOMS & PCO) vendor. Sign-off on system requirements. Available to answer technical questions throughout the development process. Testing –During coordinated testing periods users from each of the organizations verify system requirements. –Technical staff monitor systems for load and system performance.

Participating Agencies’ Roles & Responsibilities Possible interruption of work space during rewiring or replacement of cabling Approximately hours training time from Data Processing personnel for file server tasks (adding new users, etc) Approximately hours actual downtime (on or off hours) during final network switchover

Project Key Dates Network & Hardware Upgrade Complete – Hardware maintenance period begins Testing Periods – Require application users to verify system functionality. System Acceptance – Approve system functionality.

Project Risks & Mitigation Plan Potential RiskMitigation Plan JIS Implementation Schedule Proceed forward in development system and roll out production JIS data sharing when JIS completes. Vendor Cooperation Templar proceeds forward with information provided. Identify other data exchanges that do not use this application. System Testing If test environments cannot be identified, test against production systems during off-peak hours. User Availability Keep participants apprised of schedule and time requirements; participants keep project management apprised of schedule conflicts.

This Week Site Surveys –Detailed information regarding application (JIS, SOMS, PCO). Schedule Meetings –View each system, focusing on data to be shared. –Meet with each agency this week for data gathering. Copy of data and how it is stored. May require support from application vendors.
