Situation Malaria mortality and morbidity

Complication ITNs new on scene Clear world health targets set in Abuja, Nigeria in 2000 Focus is on at-risk groups: Px women and infants & 60% coverage Limited funds, no distribution Solution: TNVS 2004 Success factor: Clear event for issuance of a voucher From that flowed a distribution sector

Maintain: back-end systems… Data Management TNVS Voucher scanner Voucher database Clinic and retailer database Voucher tracking and security Voucher statistics Stakeholder numbers Program Management Core Business Processes Technology Solutions

Maintain: Here is a representation of our voucher transaction database

Maintain: We maintain a separate database for each of our 4,300 clinics with profile data on each CodeRegionNameDistrictLatitudeLongitudeType 10426ArushaNamanga DispensaryMonduli Rch Clinic 10427ArushaNgereiyani DispensaryMonduli Rch Clinic 10428ArushaOlmolog DispensaryMonduli Rch Clinic 10429ArushaSelela DispensaryMonduli Rch Clinic 10430ArushaSinya DispensaryMonduli Rch Clinic 10431ArushaTingatinga DispensaryMonduli Rch Clinic 10432ArushaTMA DispensaryMonduli Rch Clinic 10501ArushaArash DispensaryNgorongoro Rch Clinic 10502ArushaDigodigo DispensaryNgorongoro Rch Clinic 10503ArushaEnduleni HospitalNgorongoro Rch Clinic 10504ArushaKakesio DispensaryNgorongoro Rch Clinic 10505ArushaLoliondo DispensaryNgorongoro Rch Clinic 10506ArushaMalambo DispensaryNgorongoro Rch Clinic 10507ArushaN.C.A.A. 12 Maintain: MEDA TZ is approaching its goal of 100% GPS coverage for all TNVS stakeholders GPS Coordinates Collection -- Annual Comparison RCHGPS Coordinates3,0003,843 ITN OutletsGPS Coordinates1,0574,015 GPS Coordinates Collection Progress as of Dec. 31, 2008 StakeholdersGPS Coordinates% Collected RCH Clinics4,4753,84386% ITN Outlets6,9184,01558%

IT baseline allows us to adapt program changes easily Malaria objectives changed from at-risk groups to household coverage (2 nets per HH) and then Universal (all sleeping spaces being covered) Change in objectives made possible, and possibly fueled by, influx of huge sums of donor money GF begins in 2004, Tanzania first grant recipient PMI begins in 2006 Gov’t of TZ decides to “catch up” the coverage of children under five. MEDA and other cooperating NGOs finished the U5CC in May 2010 Distribute 7.2 million nets Next up is Universal Coverage Campaign with 14MM nets Key issue remains: What happens next? If the free net distribution is “catch up,” how do we “keep up?”

Scaling up: Technology base allows MEDA TZ to find new ways… TNVS U5CC / UCC Data Collection Handheld GPS units and a vehicle tracking system collect location coordinates for: Clinics Retailers District offices Villages Petrol filling stations Vehicle tracking software improves general operations: Planning TNVS monitoring activities Driver performance and vehicle safety LLIN issuing points Program Management Detailed maps can be generated and overlaid with other statistics using various GIS software platforms ESRI Google Earth Data Dissemination Technology Solutions Core Business Processes

Expand: We can then drill down by geography. Here is a region.

Expand: And then to the District level…

Expand: As detailed as we need to. Here is the ward level.

Expand: The next step involves appropriating other mapping technologies into the database. Here is our data overlaid on Google Earth.

Expand: We can pinpoint a location. Here is MEDA’s office.

Expand: Here is profile data attached to the location
