Warrant Officer Population Based upon total FY 2009 WO authorizations for all compos 36.2% This is an overview of our potential serviced population across all components, based upon authorized positions for 2009: Tech – 15,911 Avn Tech – 600 (150A, 150U, 151A) Avn – 8,423 Total – 24,934 Active Army ONLY Tech – 7,188 (59.14%) Avn Tech – 345 (2.84%) Avn – 4,621 (38.02%) Total – 12,154 IMT – 2,500 candidates a year PME – 700 warrant officers a year

Length varies with MOS. AODC – Action Officer Development Course. dL. Provides Warrant Officers serving in CW2 or higher duty positions relevant training in organization and management techniques, communication skills, preparing and staffing documents, conducting meetings and interviews, problem solving, time management, writing, coordinating activities, and ethics. OC4 (Officer Career Course Common Core) dL course based upon shared tasks with current Captains Career Course Common Core (FY10). WOAC is primarily proponent branch content. Length varies with MOS. Fully resourced implementation of redesigned WOSC/WOSSC dL & resident phases in FY11. NG must complete WOAC and WOSC prior to promotion selection. WOSSC prior to promotion. AR must complete WOAC, WOSC, and WOSSC prior to selection (Grandfathering provisions expire in FY10/11) AA pending WOAC, WOSC, and WOSSC re-linkage as promotion requirement. (Increase our PME numbers by approximately 300 or more a year) Follow-on technical education for selected MOSs after WOSC and WOSSC (FY13). Initial Military Training -BOLC I / II BOLC I WOCS Multi-Phased course based on Soldier’s military training and component TAC Officer Certification BOLC II 7 week program at Ft Sill or Ft Benning WO integration NET 1st Qtr FY10 WOCC BOLC II option WOCS WOCS was previously a barracks-centric course, showing the candidate what to do rather than how to think. This is now a multi-phased course developing officer leadership skills and adaptability, building upon previous NCO experience and education. 85% NCOs. Majority of combat vets. Only BOLC I with dL phase SGTs and above who have completed the Warrior Leader Course (WLC) complete a dL phase, followed by a 5-week resident course. Reserve Component candidates may attend resident training at a Regional Training Institute (RTI) (5 weekend drills and a 15-day AT). All others (all compos) complete 6 weeks and 4 days of WOCS at WOCC. A common TAC Officer Certification course is essential to maintaining training standards at all WOCS sites. This is a 3 phase course – Phase I dL, Phase II Resident (Academics/performance based), Phase III Resident (performance based, to include FLX, and optionally conducted at the RTI site by WOCC). The POI is being submitted for integration into ATRRS. BOLC II Integration for WOs at Ft Benning and Ft Sill now delayed until NET 1st Qtr of FY10 TRADOC requested an alternative option for BOLC II at WOCC After appointment (we appoint 60 to 100 WO1s every two weeks), the new WO1 would move from 1st WO Co to a 2nd WO Co for BOLC II. WOCC BOLC II would be an estimated two-plus weeks of intensive field leadership training. Again, this course would build upon previous experience and education. If approved, this would eliminate travel and holding time between WOCS and BOLC II, and reduce total course length; recognizing RC concerns and moving the new WO more rapidly to the operational Army.

WO Professional Military Education WOSC Redesigned in FY07/08; implemented in FY08 Resident and dL Growing from 4 to 5 weeks in FY11 Themes: Leader Development; COE; Staff/Systems Integrator-Manager Skills; KM/PM WOSSC Redesign in FY08/09 – implement in FY10 Growing from 2 to 4 weeks, plus robust dL in FY11 Goals: Develop a JIIM mindset; Better prepared to anticipate the needs of senior leaders WOSC FY07/08 – Redesign directed by CAC FY08 – Partial implementation (within available time and resource constraints) FY11 – Fully resourced implementation The new WOSC provides WO ILE and has two phases, a robust dL and resident. Tactical and operational levels. The three major learning themes (Leader Development, COE, and Staff and Systems Integrator Manager Skills) are integrated throughout the course and culminate with evaluated capstone PE events. WOSC revisions expand the knowledge of the senior warrant officer to enable him/her to work as an effective member of battalion, brigade, division staffs. Learning in Knowledge / Project Management expands systems integration, management, and team building skills; as does staff training built upon the MDMP. With the 18 Jul 08 TRADOC approval of course growth (from 4 to 5 weeks) we will be able to add staff training exercises and expand coverage of key subjects, beginning in FY11. Upon completion of the WOSC, the students have an updated understanding of the COE, additional relevant leadership / management tools and “adaptability” concepts/knowledge that can be effectively leveraged in the ambiguous situations common in the COE. WOSSC The 2-weeks allotted to WOSSC was insufficient to prepare a CW5 to perform with the expected level of proficiency. WOSSC is now under redesign, with the addition of a 60-hour dL phase and growth of the resident course from 2 to 4 weeks (TRADOC approved 18 Jul 08, for FY11). Shown are the basic goals of redesign. The specific curriculum content will be determined during the analysis and design phase of development. The revised WOSSC will encompass joint military operations, leadership, logistics, and management skills. History will be embedded throughout to accentuate the impact of lessons learned from both distant and recent past events. Operational and strategic levels. The resident portion of the course will center on small group instruction, melding face-to-face learning, self study, and interactive multimedia instruction.

The 2-weeks is limiting, but will be used as effectively as possible pending final redesign. Mandatory training (e.g., SAPR) will be completed via web on Saturday. Instruction will build upon the foundation laid in the revised WOSC. Student experience will be leveraged to obtain observations, insights and lessons learned, while simultaneously assisting them in developing organizational skills required at the senior level. Students will also be evaluated on their participation in discussions on professional readings on National Security Strategy, National Military Strategy, International Relations / Conflict, Leadership Challenges, Ethics, Future War, and Just War Issues
