What’s Changed… Global War on Terrorism Army civilians are deployed more frequently Significant mil-civ conversion NSPS Army Required MULTI-SKILLED LEADERS - Strategic & creative thinkers - Builders of leaders and teams - Competent full spectrum warfighter or accomplished professional who supports THE SOLDIER - Effective in managing, leading & changing large organizations - Skilled in governance, statesmanship and diplomacy - Understand cultural context, and work effectively across it Because the global war on terrorism - Army civilians are frequently being deployed worldwide in many positions, often in harms way supporting our soldiers on the battlefield - significant mil-civ conversions requiring civilians to fill military billets, and - the National Security Personnel System (NSPS) with additional leadership and management requirements. The Army required … The Army requires… As a result, we developed the Army CES - “a well-developed and executed, integrated, systemic approach for civilian leader development.” (ATLDP-C 24 Feb 2003) Army Requires

Transition timeline: The memorandum signed by LTG Lovelace (G3): ILDC – Intern Leader Development Course, continues until December To be replaced by the Foundation + Basic courses. LEAD – Leader Education and Development Course ended in December 2006; LEAD – TTT (Train the Trainer) ended in June 2006. OLE - Organizational Leadership for Executives ended in June. To be replaced by the Intermediate course. PME – Personnel Management for Executives I and II ended in December 2006. SLE – Strategic Leadership for Executives (a pilot course) has been canceled. SBLM-R – Sustaining Base Leadership and Management Resident Course: ended in August 2006. SBLM – Regional (Tidewater and DC Metro) ended with graduation in December 2006. SBLM – NR (Non-resident) – will end in April 2007 with graduation. Both the Intermediate and Advanced Courses kicked off in 22 January 2007. Basic Course kicked off in November 06. distributed Learning (dL) available through the Internet to all Army civilians for self-development Action Officer Development Course Supervisor Development Course Manager Development Course Assists supervisors and managers with basic skills for managing work and leading people Recommended for all civilians in supervisory and management positions Designed for civilians who “work actions” on behalf of senior staff officers or commanders Required for interns Completion required before they complete the intern program Provides supervisors and managers with civilian administration skills such as work management and basic supervision Required for employees in supervisory and management positions AMSC took over the proponency of these courses on January 17, The courses are available to everyone through distributed learning. The Supervisory Development Course is required for all new supervisors and managers within six months of taking those responsibilities. The Manager Development Course is popular with active duty military, who get promotion points and valuable skills for leading and managing people. The Action Officer Development Course is required for Army Interns. It must be completed before they graduate from the intern program. The Action Officer Development Course is also a prerequisite for attending the Warrant Officer Candidate School.

dL available to all Army civilians for self-development Foundation Course Enrollment information Eligibility - All DA Civilian employees - Military supervisors of Army civilians, Local Nationals and other DOD leaders Required Attendees - FC is required for interns, team leaders, supervisors, and managers employed after 30 Sep 2006 Admission Priority - Available by dL - Who is eligible – all DA civilian employees, including military and other DoD employees - However, FC is required for team leaders, supervisors, managers, and interns employed after 30 Sep 06. - For purposes of establishing training priorities, Interns are required to complete the FC before completion of the intern program. - FC is available to everyone by dL - Army civilians employed before 30 Sep 2006 are not required to take the FC and will receive credit for this course. Course Credit Army civilians employed before 30 Sep 2006 are not required to take the FC Intern Leader Development Course (ILDC) is equivalent to FC

DA civilian who understands and applies basic leadership skills to lead and care for small teams; applies effective communication skills to build a team; demonstrates internal and external awareness and directs team accordingly; develops and mentors subordinates Lead teams Develop self, team members, & team Achieve team task(s) in support of team mission(s) The Basic Course is for leaders who exercise direct leadership to effectively lead a team. This course will be a combination of distributed learning and a two-week resident phase at AMSC's Fort Leavenworth, KS campus. Students will understand and apply basic leadership skills to effectively lead and care for small teams, apply effective communication skills, and develop and mentor subordinates. When a student graduates he or she will be able to: Lead Teams Develop Self, Team Members, & Team Achieve Team Tasks(s) in Support of Team Mission(s) (Currently, there is 27 dL hours but those course registrations are closed. In February, the dL will increase to 33.5 hours.)

Course Equivalency - Courses: Leadership Education and Development (LEAD), Officer Basic Course (OBC), Warrant Officer Advanced Course (WOAC), Advanced NCO course (ANCOC). Prerequisite for Resident Phase - FC if required and BC Pre-work (Distributed Learning (dL); Leader Philosophy Paper; Readings) BC is for team leaders, supervisors, managers – first level of leadership development. Eligibility - Army civilian employees, who for 25% or more of their duties, lead teams of civilians. Army employees with a permanent appointment to a supervisory or managerial position and have not received similar training. Army civilian employees who are program managers/project leaders. Prerequisite - Employees must have successfully completed the FC, unless course credit/substitution was granted. As well as the Basic Course pre-work which includes distributed learning (dL); leader philosophy paper, and course readings. Course Credit/Substitution for Resident Phase - Substitution may be granted to employees. For example, Army courses identified for Basic Course substitution are Civilian Leadership Education and Development (LEAD) Course, Officer Basic Course (OBC), Warrant Officer Advanced Course (WOAC), Advanced NCO Course (ANCOC). The list of courses is not exclusive and other similar or more advanced training/education may be substituted Admission Priority - For the purposes of establishing training priorities Priority 1: Army civilians newly assigned as team leaders or to supervisory or managerial position with the one-year supervisory probationary period requirement and have not received credit for course/experience substitution for the BC. Priority 3. Military supervisors of civilians and other DoD leaders. Employees must complete this course no later than one year from placement

20 Intermediate Course 3 weeks resident, 44 hours of distributed Learning (dL) DA civilian skilled in leading; managing human and financial resources; implementing change; directing program management and systems integration; displaying flexibility, resilience, and focus on mission Leads people Manages systems The Intermediate Course is for leaders who exercise direct and indirect supervision and is a combination of distributed learning and a three-week resident phase at AMSC's Fort Leavenworth, KS or Fort Belvoir, VA campuses. Students learn skills to manage human and financial resources; direct program management and systems integration; display flexibility, resilience, and focus on the mission. During the course, the student will: Develop leader attributes Develop management skills Develop improved communication skills Generate mission accomplishment skills and habits Prepare an organization for the future

Prerequisite for Resident Phase - FC if required - BC or equivalent Intermediate course - Priority for supervisors and managers after taking the basic course – second level of leadership development Applicants are screened for eligibility based on policy eligibility, admission priorities and prerequisites. Eligibility - Army civilian employees in a permanent appointment to a supervisory or managerial position - Army civilian employees who are program managers - Military supervisors of civilian employees and other DoD leaders. - Applicants must have a current performance rating of successful or NSPS rating of Level (2) or above, and be in good standing regarding conduct. Prerequisite - Employees must have successfully completed the FC and BC or have BC course/experience substitution. Course Credit/Substitution for Resident Phase. Substitution may be granted, to satisfy course completion requirements - Organizational Leadership for Executives (OLE) - Captains Career Course (CCC) - Warrant Officer Senior Course (WOSC) - and First Sergeant Course (FSC). Advanced Course 4 weeks resident, 63 hours of distributed Learning (dL) Army Civilians skilled in leading a complex organization in support of national security and defense strategies; integrating Army and Joint systems in support of the Joint Force; inspiring vision and creativity; implementing change; and managing programs. Leads people in a complex organization Leads a complex organization and inspires vision and creativity The Advanced Course is for leaders who exercise predominately-indirect supervision and is a combination of distributed learning and four week resident phase at AMSC's Fort Belvoir, VA campus. Students become skilled in leading a complex organization; managing human and financial resources; leading change; inspiring vision and creativity; directing program management and systems integration; displaying flexibility, resilience, and focus on mission. When a student graduates, he or she will be able to: Lead people in a complex organization Lead a complex organization and inspire vision and creativity Operate within an environment of integrated systems, with a focus on mission Operates within an environment of integrated systems, with a focus on mission

Eligible - Army civilians in permanent appointments, Military supervisors of civilians, Local Nationals and other DoD leaders. - GS13–15 or comparable NSPS pay band. Prerequisite for Resident Phase - FC if required BC, IC or equivalency for each AC DL The Advanced Course is a priority for supervisors and managers after taking the Intermediate Course. Applicants are screened based on policy eligibility, admission priorities and prerequisites. 26 Continuing Education for Senior Leaders
4.5 Day Resident, 40 hours of dL The CESL targets leaders at the GS14/15 leadership level or equivalent. CESL will sustain and further develop leaders by refining their broad skills and potential for the Department of Defense’s future contemporary operating environment. The program is a participatory environment where students discuss current issues in the field. Prepares for transition to senior level leadership positions Uses inventive problem solving techniques Strengthens awareness of organizational well being & cultural diversity issues Uses knowledge management techniques Generates strategic thinking: creating agile and resilient organizations Understands impact of moral development/ Intellectual development

27 Continuing Education for Senior Leaders

Sustaining Base Leadership and Management Course (AMSC) – must wait two years after graduation b. Command General Staff College Intermediate Level Education c. Warrant Officer Senior Staff College d. Sergeant Major Course Prerequisite 40 hour dL phase required prior to the 4.5 day resident phase

39 Registration For the Foundation, Basic, Intermediate, and Advanced courses in FY08: The Civilian Human Resource Training Application System (CHRTAS) is now the online method for submitting your FY08 CES applications. Applying for training in CHRTAS is a two step process. The process begins with creating a Student Profile account in CHRTAS. Once your profile is complete, you may apply for the courses that have been scheduled Register for the Continuing Education for Senior Leaders (pilot) at the AMSC Web site at To register for CES courses, please visit the Army Management Staff College Home Page at Once at the site: Click on the “Civilian Education System” tab at the top of the page. This will open up a page listing course information, dates and locations of courses and application deadlines. To the right of each course, you can click on “Apply Now” for the course of your choice The next page will ask you to log in or create a new account. All new users must create a new account. Shortly after creating an account, your password will be sent to you via . Then, you can log in and begin the application process.
