NCAA Sand Volleyball: An Overview of Division I Legislative Options Presented by Sports Imports Web Seminar Host: T.J. Meagher, Asst Ath Dir, University of Houston AVCA Board Representative/Legislation Tuesday, 19 May 2009

Underlying Principles 1. Protect the competitive equity in the indoor game

Underlying Principles 3. Utilize current legislative parameters from established sports to align sand volleyball with the NCAA culture

Competition Format Five Teams of Two Flighted Play - #1’s play each other; #2’s play each other, etc. Dual Match: winner of 3 of 5 doubles matches – 2/3 – first two to 21; 3rd to 15 if needed; win all by two Tournament: Cumulative points won in each flight – Length of sets based on number of competitions and time available for play

Competition Min/Max For sports sponsorship purposes - 8 qualifying events Maximum dates of competition – 16 in championship segment – 4 in non-championship segment

Suggested Control Measures Indoor will be above Sand on the financial aid hierarchy – Sand counts towards Indoor’s counter limits – Indoor does not count towards Sand’s equivalency limit Minimum scholarship for sand is 33% Counters in Sand (receiving sand $) may not practice nor compete on the Indoor team until third year of participation/enrollment - see examples

Example #1 Veronica Corningstone is a counter for the INDOOR program. A few weeks into INDOOR season, the coaches agree that she has ability to be a good SAND player and they want to add her to the SAND squad list (and remain on the INDOOR roster as well). Ms. Corningstone may be added to the SAND squad list and her counter status will not affect the SAND program’s total equivalency limit

Example #2 Marla Singer is a counter in the sport of SAND volleyball in her first year of participation/enrollment Marla will be precluded from becoming a counter in INDOOR in either of her first two years – No practice, no compete for INDOOR In her third year, Ms. Singer would be allowed to become a counter in INDOOR as long as INDOOR will not met the limit of 12

Example #3 Edie Finnneran is a walk-on (non-counter) for both INDOOR and SAND in her first year of enrollment/ participation In her second year, the program wants to provide Ms. Finneran aid to participate on the SAND team Edie would then be precluded from practicing and competing for the INDOOR team in the second year unless if INDOOR has not met the limit of 12

Example #4 Annie Savoy walks-on for the INDOOR program in the first semester of her enrollment After a couple of weeks, the INDOOR coaching staff thinks Annie would make a good SAND player and there is interest to extend an offer of aid to be on the SAND team at mid-year According to this regulation, an offer of SAND aid could not be extended as Ms. Savoy would become a counter for the INDOOR team – unless INDOOR had room under the counter limit ***Scenario applies in either of the first two years of participation/enrollment and regardless of recruited status

Playing & Practice Season Length of Season – 132 days in two segments Cross over Players & Practice Pre-season Practice – start date and regs First date of Competition – 1st Thursday in March

Indoor/Sand Complement Overlapping IN-SEASON training segments – All participants on one squad list (SAND) – Effectively INDOOR training as SAND team IN/OUT SEASON Situation – Strength and conditioning training – Skill instruction

Playing & Practice Season End of the Championship Segment – End of school year closes season – Option for season ending event which can occur after the close of the academic term

NCAA Regulations for Emerging Sports Emerging Sports Timetable. The following timetable shall govern the application of legislation to emerging sports for women. The timetable applies beginning with the year the Association identifies a sport as an emerging sport (see Bylaw ): (Adopted: 1/10/95) (a) Year One -- Recruiting legislation (see Bylaw 13), financial aid (see Bylaw ) and minimum contests and participants requirements for sports sponsorship (see Bylaw ) applicable to emerging sports programs.(Revised: 11/1/01) (b) Year Two -- Amateurism legislation (see Bylaw ), seasons of competition legislation (see Bylaw ) and awards and benefits legislation (see Bylaw 16) applicable to emerging sports programs. (Revised: 11/1/01) (c) Year Three and thereafter -- Institutions must be in full compliance with all remaining NCAA legislation. (Revised: 11/1/01)
