FDC Your NCID is your user name and password for the FDC sites. If you do not yet have an NCID, click here for instructions on getting your NCID. The ESL consultants do not have any control over NCID. Call for locked accounts and other help related issues.

FDC Once you have your NCID, you need to connect your ID to the FDC sites. Click here for instructions! Contact an ESL consultant to let them know you have requested access to the sites.

FDC The FDC has 3 main sites: LEP, W-APT and Immigrant. You can access the User Guide, Bulk Load File Layout and URL for each site here.

FDC The newest addition to the FDC is the LEP Data Collection site! Only LEAs/Charters which received Title III funds in must complete the survey. For other LEAs/Charters the completion of this survey is optional. This replaces the Zoomerang survey previously entitled Title III Performance Report. Everyone with LEP FDC access automatically has access to this site

FDC Another addition to the site is the Statewide LEP Report User Guide. This is password protected and only accessible to authorized users. Some of the larger LEAs have statewide read only access to the FDC. With the new daily enrollment uploads this should not be needed in most LEAs.

Semester 1 (July 1 – December 31) Grade LevelK Grade Span Test 1 K3K Semester 2 (January 1 – June 30) Grade LevelK Grade Span Test WIDA ACCESS Placement Test [W-APT] Designated Forms by Semester and Grade Level Grade span tests for grade 1, grade 3, grade 6, and grade 9 differ between Semester 1 and Semester 2 Grade K students who enroll in Semester 1 will only be assessed in the listening and speaking domains. Grade K students who enroll in Semester 2 will be assessed in all four domains. Retained Grade K students who are repeating Kindergarten and exited LEP identification OR were never identified as LEP may be retested for Reclassification purposes during Semester 1 only. Code as Semester 2, even if this actually occurs during Semester 1. Grade 1 students who enroll in semester 1 will be assessed in all four domains of the Kindergarten W-APT.

W-APT CLASSIFICATIONS Grades 1-13 Initial Reclassification Instructional Update (New!) Student has LEP Status of “Current” but no LEP assessment for more than 1 school year. A more current assessment for instructional placement is desired. Test results are for instructional placement ONLY and DO NOT change the LEP status from “Current.” List reasons for administering the W-APT as an Instructional Update in the comment box. Reflections I have recently had an FDC revelation and wanted to share it with you... :) All kids who are in NC WISE will show up in the LEP FDC by NC WISE number, whether or not they've ever been LEP or even qualify as a NOM. I just checked my own son, who shows up in the FDC, but the key is that the home language and immigrant fields are blank, which tell me that he's never had scores entered on the FDC of course. It's important to note that under the "LEP status" field, it says "current," but that is simply the default and does not mean the child is actually currently identified. That can be very deceiving at first glance, so be careful! Please be aware of this when you are trying to find any history on potential LEP students who enroll in our district. Just being on the FDC with demographic data does not mean that are identified LEP or have been LEP in the past. Thanks!~ Alesha
