Background Studies I-4 Multi-Modal Master Plan began in 1992 provided a comprehensive look at the transportation needs of the region and created the outline for what the ultimate I-4 will look like. The Project Development and Environmental Study (PD&E) looked at ways to make the I-4 Master Plan a reality. The study was finalized in 2002 and provided design concepts and addressed the environmental impacts for the expanded roadway. During the PD&E members of the College Park Neighborhood Association (CPNA) formed the Interstate Four Technical Committee. Consisting of 14 members, the CPNA technical committee began meeting with FDOT in 1997.

Questions We Received There has been concern expressed about doing away with the westbound entrance ramp at Lake Ivanhoe. I know how it is going to be handled but FDOT needs to make another attempt explain how people will not have to drive through College Park neighborhoods to get on the interstate. The westbound entrance ramp will not go way. The interchange is being re-configured and the entrance ramp will change from its current alignment. The eastbound exit ramp at Ivanhoe Boulevard is going away. Discussions with College Park residents about planned improvements, including the removal of the eastbound exit ramp at Ivanhoe Boulevard, began in Currently 318 vehicles during peak hour, use the eastbound Ivanhoe exit ramp.

Questions We Received What is going to be the traffic impact of the project on Formosa, Edgewater Drive, Westmoreland and Princeton? What steps has FDOT taken to work with the City of Orlando to handle any increase in traffic? FDOT will work with the City of Orlando on signal timing to optimize traffic through intersections and interchanges. Closure of the eastbound exit ramp at Ivanhoe is anticipated to increase traffic exiting I-4 at Princeton Street heading west on Princeton. To address this, the concessionaire is proposing a dual left turn from the eastbound exit ramp as part of the final configuration. Adding the left turn lane is feasible and would maintain acceptable operating conditions at the Princeton interchange during the PM peak hour. Motorists will also use the eastbound exit at Amelia Street in the area. Closure of the eastbound exit ramp at Ivanhoe would have negligible impacts on Formosa Avenue, Westmoreland Drive and Edgewater Drive.

Formosa and Minnesota Work will soon affect traffic near Formosa Avenue and Minnesota Avenue. Traffic traveling on Formosa Ave will not be permitted to travel under I-4. Traffic will be detoured onto Minnesota Ave to travel under I-4. A temporary road will be constructed on the west side of I-4. The intersection of Midiron Drive and Minnesota Ave. will be closed temporarily to prevent potential crashes due to the close proximity of the temporary road and Midiron Dr. Connections from Midiron Dr. to Eagle Drive and Stymie Place will remain.

Questions We Received We have communicated on this but the association would like to have a public assurance on what is going to happen to the gateway sign at Princeton. In FDOT’s agreement with the City of Orlando, FDOT will replace any street and plaza features in kind with those demolished. FDOT anticipates that the sign referenced will be in the way of improvements at the intersection/interchange and therefore will need to be replaced. FDOT has flagged this item along with the other requirements on the project.

Questions We Received Since this is a residential neighborhood what steps are being taken to minimize the impact of the noise, especially nighttime construction? Will nighttime construction be kept at a minimum in residential areas? We intend to do our best to be good neighbors. Some work activities will have to be done at night however. Specifically work that requires lane closures. Construction noise is restricted in residential areas between the hours of 10pm and 7am. Work during these times cannot exceed background noise plus 5 dB (at the right-or-way line) of a cumulative period of 2 minutes in any 20 minute period.

Questions We Received Is the use of exfiltration for storm water runoff still part of the project? Exfiltration is still part of the Project. The I-4 Ultimate contract contains a requirement that no new open ponds will be allowed within the limits of the neighborhood of College Park.

Questions We Received What is going to be the impact to the Princeton Street, New Hampshire, and Winter Park Street bridges? The I-4 bridges over Princeton Street, New Hampshire and Winter Park Street will be widened. The Princeton Street interchange is one of the 15 major interchanges we are reconstructing as part of the project.

Questions We Received We were told the pedestrian bridge over Lake Ivanhoe has been canceled, is this accurate? Are there gateway features planned for Lake Ivanhoe that the community needs to made aware of? Has there been any community input? The pedestrian bridge is not part of our Contract. The City of Orlando is working on a concept to provide pedestrian access around the east side of Lake Ivanhoe. No definitive plans at this time. Community input began in More than a dozen meetings were held with College Park residents from 1997 to 2000 during the Project Development and Environment study that was completed in This same concept was carried through the preliminary design phase and presented at public meetings in 2004, 2005 and 2006.

Questions We Received What guidelines are being put into place to control the construction vehicles in the residential areas of College Park? There is a load limit for trucks on Princeton. There are requirements for the concessionaire to repair any roadway damage caused by construction vehicles. The concessionaire is responsible for obtaining haul permits from the city or county. In addition, all existing regulatory requirements will need to be adhered to (ie load limits).

Questions We Received There are still questions about the sound walls. What will they look like, how big will they be? College Park Community noise barrier meeting held in October An August 2013 meeting further defined needs for sound abatement as the roadway design continued. Additions were made to planned walls. 24 College Park residents attended. Barriers on westbound shoulder of I-4 from east of Princeton St. to east of Fairbanks Ave. will be 14 feet tall on top of the barrier wall. A barrier on westbound shoulder of I-4 over the Princeton St. overpass will be 8 feet tall on top of the barrier wall. A barrier on the eastbound side of I-4 from E Yale St. to E Harvard St. will be 8 feet tall on top of a barrier wall. A barrier wall on the eastbound side of I-4 from NE Ivanhoe Blvd. to E Yale St. will be 16 feet tall from the ground.

Questions We Received Will people who live on dead-end streets to the interstate, going to have limited access to our properties at times during the construction? Access to all adjacent property must be maintained at all times during construction.
