3  Natural gas transmission company operating a 5,000 mile pipeline system along the Gulf  Provide majority of the natural gas for power generation in Hillsborough County  14-inch diameter pipeline serving Tampa area  Customers include:  Electric utility companies  Local distributors  Industrial clients Florida Gas Transmission Company 2

4  The U.S. Department of Transportation regulates all interstate pipelines  Testing is federally mandated  Best practice to confirm the safety and reliability of the pipeline  Safety is our #1 priority  Ensure continued superb client service Need for the Test 3

5  Hydrostatic Test  Remove the natural gas from the line Controlled release vents harmlessly into atmosphere Service is maintained on another system  Test the integrity of the pipeline by filling the line with water Put the water under pressure for a fixed period of time Nature of the Test 4

6  Hydrotesting the 14-inch lateral system  Standard, common pipeline test procedure  Recent, successful pipeline tests were completed in:  Saint Lucie  Palm Beach  Hillsborough testing began in September 2014 Background  Miami-Dade  Martin  Broward 5

8  Test window is set:  Thursday, 9 April 2015  Early morning, midnight – 4:00 a.m. Project Schedule 7

9  Total Project Length = 9.3 miles  Begin: Tampa By-Pass Canal  End: East of Lake Magdalene  Generally follows 3 alignments:  Fowler Avenue  CSX Railroad  West Fletcher Avenue  Within Unincorporated Hillsborough County, Tampa, and Temple Terrace Project Location 8

11  Remove natural gas from the pipeline  Completed the week before the hydrotest  Fill the line with water  Pressurize the system  Normal operating pressure is 888 PSI  Test pressure is up to 1,500 PSI Relatively short duration (approx. 30 minutes)  Reduce to intermediate pressure at 1,357 PSI Maintain for 8 hours How the Test is Performed 10

12  De-pressurize the line  Drain the water from the system  If any integrity issues are found:  They are corrected as soon as possible  The hydrotest is performed again Any re-testing will be performed as soon as possible, during the same hours  Resume normal natural gas service How the Test is Performed (con’t) 11

13  Safety is our #1 priority  Performed extensive test preparations, including an inspection of the entire system  Any pipe anomalies will be repaired in advance of conducting the hydrotest  For the duration of the high pressure test, as a safety consideration, we plan to isolate sections of the pipeline route from people and traffic Safety During the Test 12

14  Advance Preparations  Make all key stakeholders aware Adjacent property owners Emergency service providers General driving public  Announcements Flyers, newspaper, website, etc.  Dynamic message signs 2 weeks in advance Conducting the Test 13

15  Night of the Test  Begin at midnight  Close roads/lanes with barricades  Law enforcement support  Confirm all-clear along the 9.3-mile corridor  Conduct hydrotest  Reopen roadways at approximately 4:00 AM Conducting the Test (Con’t) 14

16  General Utility Permit from the Florida Department of Transportation is in process  Officers will be stationed at road and lane closures  Emergency responders will be able to cross as needed  Detours will include signs and officer support Traffic Control During the Test 15
