Examples of Grantees Involved in Cultural Tailoring Initiatives

Hmong Against Big Industry Tobacco (HABIT) The LaCrosse County Health Department Population served: Hmong FOCUS: The HABIT program brought together community groups and organizations in LaCrosse County, Wisconsin, to share information about, and coordinate, existing tobacco control programs. Organizations that served the Hmong population received mini-grants to develop tobacco control strategies with guidance from HABIT

Hmong Against Big Industry Tobacco (HABIT) Cultural Tailoring Activities: Produced two culturally-sensitive videos for smoking cessation and prevention education (English and Hmong) Utilized Hmong-language radio stations to promote the program and obtain the participation of the Hmong community, inclusive of the illiterate elderly. Produced tobacco control education materials in Hmong. Created and disseminated a Power Point presentation designed by Hmong physicians.

HABIT Clean Air Pledge

The Queer-Tobacco Elimination and Control Collaborative (Q-TECC) Howard Brown Health Center Population served: Lesbian, Gay, Bisexual and Transgender FOCUS: Q-TECC developed a coordinated Chicago-based team of LGBT health care and social service agencies to reduce tobacco use among this population. The program had three components: data collection, a media campaign, and capacity building within four ethnically and gender-identified diverse agencies.

QUEER-TOBACCO ELIMINATION and CONTROL COLLABORATIVE (Q-TECC) Cultural Tailoring Activities: Tailored the American Lung Association cessation protocol for the general LGBT population, and for LGBT population subgroups. Created a culturally-sensitive advertising and Web media campaign to encourage LGBT participation in smoking cessation groups.

Anishinaabe (First People) Cessation Project Inter-Tribal Council of Michigan, Inc. (ITC) Population served: Native American /Alaskan Native FOCUS: ITC, formed by 12 Michigan tribes and two urban agencies in Michigan. Developed culturally specific curriculum addendums for their smoking cessation program. Changes to curriculum based on traditional Medicine Wheel teachings.

ANISHINAABE (FIRST PEOPLE) CESSATION PROJECT Cultural Tailoring Activities:  Formed a “Tobacco Team” composed of various community stakeholders and other representatives.  Conducted culturally-specific state-wide training to enhance the tobacco control capacity of Michigan tribes.  Created the only Michigan Native American specific cessation tools.

Project STRIDE Newark Beth Israel Medical Center Population served: Low Socio-Economic Status, African American and Hispanic/Latino FOCUS: STRIDE (Strategies to Reduce Tobacco-Related Illnesses in the Emergency Department). Focused efforts on the medically underserved, in Newark, NJ. Medical residents, physicians and nurses trained to provide brief tobacco prevention/cessation interventions.

PROJECT STRIDE Cultural Tailoring Activities:  Developed culturally-sensitive intervention to screen all patients admitted through the Emergency Department for tobacco use.  Engaged in systems level change, e.g. developed policies and procedures to enhance tobacco treatment services.

Media-Focused Projects Using the media to reach underserved communities…

To The Contrary Persephone Productions, Inc. Washington, DC Population served: Multi-population FOCUS: Produced six documentary-style programs about issues that affect specific populations affected by tobacco. Aired on weekly national Public Broadcasting women’s news analysis program “To the Contrary.”

Linea Directa Series on Smoking Prevention & Cessation EVS Communications, Washington, DC Population served: Hispanic/Latino FOCUS: EVS produced a 2-year, eight-part series of programs to increase knowledge about tobacco- related health problems. Topics included a wide range of tobacco control issues. The program reached local and national audiences.

Cultural Tailoring Activities Evident in EVS and Persephone Projects Created documentary-style television content specifically designed to meet the needs of their target populations, for example: –Highlighted differences between ceremonial and commercial tobacco use in Native communities –Addressed teen smoking in Latino communities Collaborated with key stakeholders and community representatives Included personal testimonials from members of the community who shared their personal experiences with tobacco.

Conclusions PPI has created change by building capacity in the communities served. Support to CBO’s serving traditionally disadvantaged groups will be ongoing. Legacy awarded 2 million in grants under PPI2 in Goal is to build on the exceptional work performed by PPI grantees previously.
