Expo Line Transit Project FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of November. This report will also detail the activities to be undertaken in the month of December to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.

Expo Line Transit Project November Activities FFPs’ Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFP’s Construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs.  Added 62 new individuals to existing database of residents seeking employment opportunities through the Expo Local Jobs Program. Of the 62 individuals seeking employment, 49 live within the zip codes listed as a part of the Local Jobs Program. Any individual who is interested in the jobs program will be tracked and FFP will work with Community and Faith Based Organizations to identify skill sets, qualifications for pre-apprenticeship, apprenticeship training or readiness to enter into union and skilled positions.  Completed additional Jobs Programs orientation sessions with PVJOBS. To date, 317 people have received information about the Expo Jobs Program and the PVJOBS organization. These individuals are now on a priority list to be considered for employment by the construction contractor as positions become available over the life of the project. These individuals are also included in the PVJOBS database and are currently receiving assistance in a variety of areas including employment training. Additional sessions are planned for the second Tuesday of every month as new individuals seek employment with the Local Jobs Program; the next scheduled meetings are January 8 and February 12.  Continued to monitor, track and support Local Jobs Programs participants by: Working with PVJOBS to monitor and track Expo Corridor applicants to determine their job- readiness or if they should be referred to appropriate agencies for social services assistance. Monitor whether the applicant was hired by FFP or referred to another contractor. To eliminate barriers to employment, FFP and PVJOBS provide funding for union initiation fees, tools and clothing.

Expo Line Transit Project Jobs Program Highlights Total # Construction Workers In the area of Laborers, Carpenters, or Operators Working on the Exposition LRT = 45 currently working = 10 workers are from Expo Corridor Total # People that have attended the Local Jobs Program Orientations in order to be referred to PVJOBS and one of their collaborative partners for training and/or job-readiness assistance = 317 Total # People hired through the Local Jobs Program (including referrals from the local unions) in the area of Laborers, Carpenters, or Operators on the Exposition LRT = 32 Laborers =13 Apprentice Laborers = 1 Foremen Laborers = 4 Carpenters = 10 Apprentice Carpenters = 1 Foremen Carpenters =2 Operators = 10 Foremen Operators = 4

Expo Line Transit Project  FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work.  Some DBE firms have already been hired as they were included on the design/build team when FFPs proposal was submitted to the Authority. Subcontract was issued to J. D. Jimenez for concrete work and a DBE Goal of 25% was established for that contract. The total contract value is $319,081. Subcontract Change Order in amount of $127,000 was issued to Lincoln Pacific Builders (DBE firm) for electrical work for new total contract value of $2,719,060.  DBE goals are developed based upon availability of qualified firms and past experience with other transit agencies. As additional DBE opportunities are identified, and as work packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via , website postings, an assortment of local newspapers with a wide array of readership including the African-American and Hispanic communities, and other venues as they are identified. Expo Line Transit Project DBE Firms/ Small-Sized Businesses for Design Services: The Design Services Allowance + Fee is $27,777,000 and the DBE Goal is 20%. Expo Line Transit Project  Continue to coordinate with various Community and Faith Based Organizations who partner with PVJOBS, to provide assistance to those individuals who have attended the Jobs Program Orientation sessions. The next Jobs Program Orientation session is scheduled for Tuesday, January 8,  Continue to host monthly coordination meetings with representatives from various unions, such as the Laborers Union Local 300 and the Operators Union 12, to monitor the construction hiring progress.  Continue to participate in the Poor People’s Campaign under the leadership of the Southern Christian Leadership Council.  Continue to provide information on the Local Jobs Program at various venues throughout the community such as malls, retail/eateries, libraries, community-based organizations, etc.  Coordinate a second Minority Contractors Workshop at the request of Exposition Construction Authority Board Member, Councilman Herb Wesson.
