2 Expo Line Transit Project FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES Program Overview The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of January. This report will also detail the activities to be undertaken in the month of February to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.

3 Expo Line Transit Project Summary of Activities JANUARY ACTIVITIES FFP’s Local Jobs Program recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo project. FFP’s construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs. Added 54 new individuals to the existing database of Expo Corridor individuals seeking employment opportunities through the Local Jobs Program. Completed another Local Jobs Program orientation session on January 8 with PVJOBS. To date, 395 people have gone through the orientation sessions. These individuals are now on a priority list to be considered for employment as construction jobs become available. They are also eligible for employment training, life skills training and pre-apprenticeship training. Additional sessions are planned the second Tuesday of each month. Coordinated monthly meeting with Local Unions 300 and 12 at the Construction Yard with the Segment Manager and Field Superintendents. Attended Minority Business Growth Initiative Breakfast at the FAME Conference and Expo Center with over 400 people in attendance. Provided an update on the Local Jobs and DBE Programs to Councilman Herb Wesson’s staff. Currently, the Expo Project has 54 active construction workers (Laborers, Carpenters or Operators) and a total of 117 workers have been hired to date. Of these 54 active workers, 14 are from the Expo Corridor. Of the 117 workers that have been hired to date, 34 reside in the Expo Corridor.

4 Expo Line Transit Project Local Jobs Program Construction Workers currently working on the Expo Project (Laborers, Carpenters or Operators) = 54 TOTAL = 14 from Expo Corridor = 13 minority/1 non-minority * All Expo Construction Jobs are Union Jobs FFP employees (non-union) currently working on the Expo Project in a clerical or professional level position = 83 TOTAL = 15 from Expo Corridor Individuals who have gone to orientation sessions and have signed up with PVJOBS and LA Urban League Work Source Centers for job training and employment search assistance = 395 TOTAL Individuals sponsored into a local union by FFP (active or inactive) in the Laborer, Carpenter or Operator Fields = 24 TOTAL Out of the 395 Orientation Participants: = 24 have been placed on the Expo Construction Project = 6 have been placed in Construction jobs by PVJOBS = 9 have been placed in Construction jobs by the LA Urban League

5 Expo Line Transit Project FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work. Some DBE firms have already been hired as they were included on the design/build team when FFPs proposal was submitted to the Authority. This month the contractor initiated an extensive outreach campaign to DBE firms with experience in a variety of areas, including: minor concrete, fencing, architectural metals, piling, structural metals, concrete barriers, glass and glazing, elevators, mechanical, pavers, pre-cast concrete, architectural pavers, station furnishings, striping, signing, ready-mix concrete, painting, station signing, trucking equipment rental, expendable supplies, etc. The contractor wants to ensure that new DBE firms with experience in these areas submit bids for upcoming work packages. DBE goals are developed based upon availability of qualified firms and past experience with other transit agencies. As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via email, website postings, outreach letters, an assortment of local newspapers with a wide array of readership including the African-American and Hispanic communities, and other venues as they are identified. 6 Expo Line Transit Project DBE Firms/ Small-Sized Businesses for Design Services: The Design Services Allowance + Fee is $28,348,200 and the DBE Goal is 20%. To date, 12 DBE firms have subcontracts for design services on the project for a total of $6.2 million. 10 of the 12 are minority firms. There are 14 DBE firms that have subcontracts for professional services for a total contract value of $6.594,800. 9 of the 14 are minority firms. 14 Expo Line Transit Project  Advertise to reach small-sized businesses and DBE’s experienced in providing services in a variety of areas including but not limited to: fencing, architectural or structural metals, piling, glass & glazing, elevators, pre-cut concrete, station finishing, striping, signing, painting, trucking equipment rentals, expendable supplies, and encourage them to bid on upcoming work packages.  Schedule and begin outreach for the quarterly DBE & Small Business Contractors Workshop. The next workshop is targeted for March 2008.  Continue to implement the screening and job-readiness portion of the Local Jobs Program.  Continue to coordinate with various Community/Faith Based Organizations and public agencies who partner with PVJOBS to provide guidance or assistance job-seekers who are not hired through the EXPO Local Jobs Program. The next Jobs Program Orientation session is scheduled for Tuesday, February 12, 2008.  Continue to host monthly coordination meetings with representatives from various unions, such Laborers Union Local 300 and the Operators Union 12 to monitor construction hiring progress.  Continue to participate in the Poor People’s Campaign in an effort to eradicate unemployment for all people under the leadership of the Southern Christian Leadership Council.  Continue to provide information on the Local Jobs Program at various venues throughout the community such as malls, retail/eateries, libraries, and community-based organizations.
