2 Expo Line Transit Project FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of August. This report will also detail the activities to be undertaken in the month of September to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.

3 Expo Line Transit Project August Activities: FFPs’ Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFP’s Construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs.  Added 145 new individuals to existing database of residents seeking employment opportunities through the Expo Local Jobs Program. Of the 145 new individuals seeking employment, 105 live within the zip codes listed as a part of the Local Jobs Program. The current total number of job-seekers on the database is 784. Any individual who is interested in the jobs program will be tracked and FFP will work with the Community/Faith Based Organizations to identify skill sets, qualifications for pre-apprenticeship, apprenticeship training or readiness to enter into union and skilled positions.  Completed additional Jobs Programs orientation sessions with PVJOBS. To date, 550 people have been invited to attend these sessions and 149 have participated. These 149 individuals are now on a priority list to be considered for employment by the construction contractor as positions become available. These individuals are also included in the PVJOBS database and are currently receiving assistance in a variety of areas including employment training. Additional sessions are scheduled for September 11, October 9, November 13 and December 11. Sessions will be scheduled as new individuals seek employment with the Local Jobs Program.  Participated in the Construction Readiness Review and Construction Work Plan Meetings for all new subcontractors and provided information on the DBE and Local Jobs Program.

4 Expo Line Transit Project August Activities (cont.):  Participated in the Cal/Con Expo on August 16 at the Los Angeles Convention Center, which was attended by over 10,000 job seekers and firms seeking contracting opportunities. Major sponsors included LAUSD, LACCD, MWD.  Participated in monthly meetings with the Poor People’s Campaign and the SCLC  Participated in the African Marketplace Annual Festival to support the Poor People’s Campaign Career Fair Booth at Rancho La Cienega Park, shared exhibit space with the Urban League, Local Unions, City of LADWP, LA Public Works, EDD Worksource and PVJOBS  Hired four construction workers during the month of August; one of those hired was a local Expo Corridor resident  Conducted two DBE workshops in August  Participated in the monthly EXPO Project/Construction Update Meeting to provide information on the Local Jobs Program to interested residents  Continued distributing EXPO Jobs Program information to libraries, community organizations, senior centers and retail establishments along the corridor

6 Expo Line Transit Project FFP is committed to a diverse work force and is making significant progress in Reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work.  Some DBE firms have already been hired as they were included on the design/build team when FFPs proposal was submitted to the Authority.  A subcontract was issued to High Light Electric, Inc., a DBE firm, for traffic signal and street light construction in the amount of $1,925,000. A Letter of Intent was issued to Ortiz Asphalt Paving, Inc., a DBE firm, for asphalt work.  An Invitation to Bid was issued for procurement of traction power equipment, which offers opportunities for lower tier DBE suppliers. The ITB was advertised in the Sentinel and APTAs Passenger Transport trade publication. It was also posted on the FFP website, eBidboard and the Blue Book Listing Service.  As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via email, website postings, and an assortment of local newspapers. 13 Expo Line Transit Project  Continue coordinating with PVJOBS to implement the screening and job- readiness portion of the Local Jobs Program. Continue to coordinate with various Community/Faith Based Organizations and public agencies who partner with PVJOBS to provide guidance or assistance to the numerous job-seekers who are not hired through the EXPO Local Jobs Program. The next Jobs Program Orientation session is scheduled for Tuesday, September 11, 2007.  Continue to host monthly coordination meetings with representatives from Laborers Union Local 300 and with Carpenters Union Local 409 to monitor the construction hiring progress  Continue to participate in the Poor People’s Campaign under the leadership of the Southern Christian Leadership Campaign  Continue to provide information on the Local Jobs Program at various venues throughout the community, such as malls, retail/eateries, libraries, etc. September Planned Activities
