2 Who We Are  OaklandWORKS is a Oakland-based Advocacy Alliance.  Our Mission is to advocate for under-served communities, and to improve policies and practices to reduce socio-economic disparities.  OaklandWORKS’ Primary Goal is to have Oakland in its totality become an equitable, environmentally sound and socially just city.

3 Existing System  Oakland construction hours worked by African American residents on city- funded projects:  4.5% of Journeyman hours  9% of hours including Apprentices  28% of Oakland residents are African- American according to 2010 Census

4 Old Method  Currently monitoring is complicated & costly  Difficult for advocates to engage the process

5 New Model  Community Workforce Agreement is signed by the developer and the city (on behalf of residents)  Jobs Center houses a central jobs database with worker information

6 Getting Oaklanders to Work  Job Center goal: to place Oakland residents in at least 50% of all jobs in the development  Job Center has Labor Agreement with unions, with all appropriate terms and oversight criteria  Job Center also has agreements with relevant skills development and work referral agencies and CBOs  Unaffiliated individuals may also register with the Job Center

7 Getting Oaklanders to Work  Job center processes and refers all requests for workers coming from the Prime and Sub- contractors  Job Center refers requests for skilled labor to appropriate trade or service union  Jobs not filled by existing Oakland resident union members are filled by non-union residents from the database (Those workers may join the union if they wish)

8 Contract Compliance: What We Know  Prime contractors, sub-contractors and grantees are required by law to comply with all non-discrimination clauses in awarded contracts.  Our goal: introduce collaborative approaches that will ensure compliance at all times.

9 How Will We Achieve This?  OaklandWORKS will link our Community Jobs and Contract Compliance Models together.  Our Jobs and Contract Compliance Models create a straightforward, comprehensive set of guidelines that address commonplace thinking about minorities, women, and black businesses.

10 Why Our Models Work  These models introduce new strategic partnerships that can counteract biases, which have historically impeded employment and contracting opportunities  They also define the scope and expectations of our community engagement requirements for the master developer.

11 How The Models Work  The role of the prime contractor will be to utilize the Jobs Center exactly as labor does  The Jobs Center is the first source portal for the prime contractor to find and hire sub- contractors  The Jobs Center will act as a one-stop shop for sub-contractors seeking work on the Army Base Redevelopment Project

12 How This Helps Small Business  Our sound initiative and new design tools will help provide more opportunities and support for small businesses  This will allow small businesses to move from sub-contracting and sub-consulting to prime contracting and consulting roles

13 Community Benefit  A one-stop jobs center makes it easier for residents to learn about existing apprenticeship programs, training, and jobs  Having WOCAG monitor and oversee this process makes it more transparent and accountable  Our models help achieve the purpose and goals of the HIRE Oakland Task Force’s Community Benefit Package for Contract Compliance

14 What Will This Cost?  No cost to City Budget  As part of its core staff, the Jobs Center will have contract compliance officers who work in concert with City Office of Contract Compliance  Our Community Workforce Agreement outlines potential revenue streams to offset staff and maintenance costs

15 Contract Compliance Criteria:  Three important groups should be involved in compliance monitoring/oversight:  WOCAG (official federal advisory body)  City Office of Contract Compliance  East Bay Inter-Agency Alliance (independent contract compliance monitor)  We support the objectives of the Oakland Equity Policy, as stated in Mayor Dellums’ Community Task Force Report on Economic Development

16 Contract Compliance Criteria:  City of Oakland should seek federal, state, private funding to expand Office of Contract Compliance, elevating it to a level necessary to carry out its local hire goals  Local business retention/expansion in development-  100 Black Business Program- should be incorporated into each phase of the project  Separate aspiration goals for women- data shows significant under-utilization

17 Contract Compliance Criteria:  Oakland’s contractor-focused mentor- protégé program should be utilized in each development phase  Worker mentor-protégé program for local residents, co-sponsored by trade unions  Training for youth through referrals to existing programs (YEP, etc.)  Clear career pathways for apprentices seeking journeyman status, co-sponsored by trade unions

18 Final Thoughts  OaklandWORKS understands the task at hand, and is not afraid.  We have identified the key success factors necessary to accomplish our goals.  Our practical rationale will put people to work and businesses on the path to success.
