Attack the Network – Defeat the Device – Train the Force 3 UNCLASSIFIED Acquisition of IT in the DoD IT acquisition is not aligned to the speed required to respond to business and mission demands Compounding this problem is a lack of standardization, clear processes, and ownership Commercial innovation happens at a much faster rate, leaving the DoD even further behind with each new iteration Example*: Enterprise systems development (Terry Takai) –Currently, the average cycle for the development of enterprise systems within the DOD is a glacial 81 months –She hopes to decrease that to between six and 12 months by leveraging shared infrastructure and agile development methodologies * architecture/

Leverage ongoing initiatives to the maximum extent possible. Concept of Operation – Start with a core Set of participants and add capabilities and collaboration partners to the Engine set by set, group by group, then apply CPI methodologies and measures of effectiveness to mature The Engine.
